LANDFILL:
Town Administrator Hill reported to the Committee that the County will take
over the present town landfill operation on January 1, 1975, as scheduled.
The County is presently negotiating a one-year contract with John Elley to
operate the landfill and collect usage fees.
Dump fees will be collected at the gate on a per load basis. A fee schedule,
to be similar to one used by the City of Fort Collins, is now being established
by the County.
TOWN, COUNTY AND STATE SHOPS:
Town Administrator Hill reported that the land, on which the County wishes to
expand the sanitary landfill, has been appraised and the County is now negoti-
ating with the property owners. One or two businesses, such as the cement plant
may have to be relocated.
There has been some discussion about placing all Town, County and State Road
and Street Department Shops in one location, at the site of the present County
Shops. The Town favors this proposition. The County Commission is now investi-
gating the possibility and will advise the Town of its decision at a later date.
ZONING SET -BACKS:
Director of Public Works Van Horn told the Committee that the Town zoning
regulations refer to the term "building line", but do not define it. Presently,
"building line" is interpreted as the outside surface of the wall with allowances
for appendages such as signs and eaves.
A legal opinion by the Town Attorney states that normally the outside wall of
the building is considered the building line. Any occupied appendage, such as
a balcony or deck, must be within the prescribed set -back. Unoccupied appendages,
such as signs, eaves and eyebrows, are not governed by set -backs.
After discussion and clarification, the Committee recommends that the term
"building line" be interpreted as the outer most extension appendage, such as
signs, eaves, etc., for building fronts. For sideyards and backyards, the out-
side wall of the building is to be considered the building line.
BUILDING INSPECTION VEHICLE:
Director of Public Works Van Horn submitted for the Committee's consideration
four bid proposals for a new vehicle for the building inspector. $3200 has
been budgeted for this purpose,in 1974.
Bids for two types of vehicles had been solicited, a Courier type Mini -Pickup
and a 11-ton pickup. Director Van Horn advised the Committee that a Courier
would be the most suitable and economical for the Town's needs.

The Committee recommends that the bid of $3328, without trade, from Trail Ridge
Ford for a 1974 Courier Pickup be accepted. A trade-in will be negotiaged by
Director Van Horn to lower this figure slightly. Attached is a copy of the bids.
FLOOD INSURANCE:
Administrative Intern Julie Burch presented a summary of the National Flood
Insurance Program and outlined the steps needed to be taken by the Town in
order to become eligible. Cost to the Town for completing the application
for eligibility would be low as it could be done substantially in-house. In
return, Federally -subsidized flood insurance would be available through private
agents to any property owner desiring it. Town Administrator Hill stated he
had received some requests from citizens desiring the insurance.
As part of the application process, a resolution must be adopted by the Town
which contains specific recognition and regulations of flood hazards. Incor-
porated into the present building code, the regulations would not allow a
building permit to be issued by the Town in a flood hazard area without certain
precautions being taken by the builder. A copy of the Flood Insurance Program
is attached.
The Committee finds the Flood Insurance Program desirable for the Town and
directed the staff to submit an application to the Federal Insurance Administration.
There being no further business, the meeting adjourned.

NATIONAL FLOOD PROGRAM -
Summary of What`.s Needed to be Eligible
The following items need to be submitted to the Federal Insurance Administration to be
placed on a register of areas eligible for rate -making studies:
1. Copy of official legislation by Town indicating a local need for flood insurance
(and/or mudslides), and a desire by the Town to participate in the flood insurance
program. (HUD has a sample resolution which may be adopted.)
2. Copy of existing ordinance requiring building permits for all construction.
3. Copy of existing ordinances adopting any national or state building codes.
4. Copy of resolution which contains specific recognition and regulation of flood and/or
mudslide hazards. (HUD has a sample resolution which may be adopted.)
5. Two copies of a base map of the community including: current political boundaries,
all streets & street names, streams, waterways, any water control features.
6. Large-scale map of entire area under Town's jurisdiction identifying areas known
to be subject to possible flooding and/or mudslide, showing all bodies of water.
7. Copies of any floodplain studies or information made available by Corps of Engineers
or other federal agency and/or a brief summary of the community's history of flooding/
mudslides.
8. Estimates relating to flood -prone areas concerning: population, # of 1-4 family resi-
dences, and # of small businesses.
These items are sent to HUD with 2 copies of application form. Third copy is sent to
State Coordinator; fourth kept by Town.

FEDERAL FLOOD INSURANCE PROGRAM
What is the National Flood Insurance Program?
It is a federally -subsidized program authorized by Congress
in 1968 to protect property owners who up to that time were
unable to get coverage through the private insurance industry.
The program, for the first time, made flood insurance available
to individuals at affordable rates. In return for the Federal
subsidy, State and local governments are required to adopt
certain minimum land use measures to reduce or avoid future
flood damage within their flood -prone areas.
Has the program been changed since then?
Yes. In December 1973 Congress passed the Flood Disaster
Protection Act, greatly expanding the available limits of flood
insurance coverage and imposing two new requirements on
property owners and communities.
What are the new requirements?
First, after March 1, 1974, property owners in communities
where flood insurance is being sold must purchase flood
insurance to be eligible for any new or additional Federal or
federally -related financial assistance for any buildings located
in areas identified by HUD as having special flood hazards.
Second, all identified flood -prone communities must enter the
program by July 1, 1975.
What happens if a property owner fails to buy the required
insurance, or a community fails to meet the deadline?
Federal and federally -related financial assistance for buildings
in the flood plain will be unavailable to any community or property
owner that does not comply with the Act.

Q. What is generally meant by Federal and federally -related
financial assistance?
A. All forms of loans and grants, including mortgage loans and
disaster assistance loans, from either a Federal agency such
as FHA, VA, or the Small Business Administration, or banks or
savings and loan institutions.
Q. Who is eligible to purchase flood insurance?
A. Any property owner in a community that has had its application
approved by HUD.
Q. Where can a property owner obtain a policy?
A. From any licensed property and casualty insurance agent or
broker.
Q. How does a community become eligible for the program?
A. By submitting a complete application to the Federal Insurance
Administration, HUD Building, Washington, D.C. 20410.
Application forms may be obtained from the same address.
Q. What types of structures are eligible for coverage?
A. All types of buildings and their contents.
Q. What types of losses are covered?
A. Losses caused by (1) a general and temporary flooding condition
of normally dry land areas or (2) erosion resulting from abnormally
high water levels in conjunction with a severe storm, or (3)
flood -related mudslides involving a mudflow.

How much coverage can I buy, and what will it cost?
Under the expanded program the limits of subsidized coverage
are doubled, tripled, or more, while rates have been substantially
reduced. For example, the homeowner may purchase $20,000 of
flood insurance coverage for as little as $50 a year. Property
owners already protected under the original program can greatly
increase their coverage at a very low cost. If you live in a com-
munity where HUD has already completed a rate study, you can
further increase your protection by paying the actuarial (non -sub-
sidized) premium.rates for the additional amounts of coverage.

RECORD OF PROCEEDINGS
Memorandum of Code and Sanitation Committee Meeting and the Larimer County
Commissionsers.
Attending from the Town were Chairman Sutter, Trustees Burgess, Wagner, Prosser,
Town Administrator Hill and Director of Public Works Van Horn.
Attending from the County were Wolaver, Lopez , Michie and Briscoe.
This meeting was called for the purpose of discussing the future of solid
waste disposal in the Estes Park area. The Larimer County Commissioners
indicated they would take the responsibility of all solid waste disposal in
the Estes Park area.on January 1, 1975.
The present landfill area will be used until it reaches its maximum capacity.
The present long range plan for the development of this area will be modified
to fit into the County landfill plan. Certain businesses located in the landfill
area may have to be relocated. Should this be necessary, the County and the
Town have indicated a decision to cooperate in providing the most logical
relocation site. Mr. Briscoe, the Consulting Engineer for Larimer County,
indicated the present area would have a 20 year projected span and that the
landfill operation would improve the appearance of the area a great deal.
Preliminary indications are that the County operated landfill will be
financed by a use charge collected at the gate based on volume. The
County alp indicated the actual operation of the landfill would most
probably/at out to public bid.
The County and the Town intend to maintain frequent communication on the
development of the landfill plan.
Meetings will be arranged as soon as development indicates a need.
