The attached letter, dated November 7, 1972, from Inseco, Inc., contains the detailed information. The Committee recommends the proposal submitted by Inesco, Inc. be accepted. DUMP USE FEES: The Committee discussed proposed increased fees for 1973. It was decided to continue this study until such time as more accurate dump cost figures are available. BUILDING PERMIT ROUTING SLIP: Town Engineer Van Horn submitted a proposed routing slip for use prior to the issuance of a building permit. The Committee recommends approval. Box 1200 Code and Sanitation Committee Town of Estes Park Dear Sirs: Telephone (Area 303) 586.4461 November 15, 1972 I would like to recommend to the Committee that the proposal submitted to the Town by Inseco, Inc. for the lining of the pit of the air curtain destructor be accepted. After considerable investigation into fire brick, pumice stone, ceramics, and steel, it is felt that the only material that will withstand the heat, impact and abrasion, is the one that is recommended. Inseco is a nation wide firm with over twenty years experience with municipal incineration and refinery and refactory applications. They maintain a full time engineering staff that recommended the above solution and are recommended by their customers. There is a one year guarantee on materials and workmanship. November 7, 1972 City of Estes Park City Hall Estes Park, Colorado 80507 Attention: Mr. Bill Van Horn Subject: Incinerator Refractory Lining Quotation #65-72 Dear Sir: After careful consideration and inspection of your incinerator, I feel that gunniting over the existing concrete would not solve your problem. Any material that we would install would have a heat transfer into the concrete. Therefore, I recommend, a 1" (inch) thick layer of Eagle-Picher PV Block In- sulation be installed first. This material will stand 1900° F. thus protecting the concrete. After this is installed we would pour in place a 4" (inch) thick wall of Plibrico Tuff Mix with anchors installed on 18" (inch) centers. Tuff Mix is a high temperature abrasion resistance refractory castable. The height of the pour would be 8' (feet) as you and I previously discussed. Box 1200 Telephone (Area 303) 586.4461 The Town Engineer's Office is proposing to adopt a procedure wherein each applicant for a building permit will be routed to the suppliers of public utilities prior to issuance of the permit. This procedure is essentially the same as that now used by Larimer County in the Estes Park area. The purpose for it is to ascertain that: 1. The required utilities are available at the building site. 2. Installation of such utilities will be in conformance with applicable regulations. 3. Tap fees, connect fees, etc. are paid in advance of issuance of a building permit. The applicants would be routed to you only in those instances where we believe you are affected. Adoption of the foregoing procedure will aid in proper issuance of building permits. It will also ensure timely payment of all fees, and will avoid or reveal potential problems for the applicant. We would appreciate your favorable response to the above and any suggestions that you may wish to make prior to implementation. It is proposed to proceed with it's adoption in approximately two weeks.
