Minutes of a Regular meeting of the FIREMEN'S PENSION BOARD of
the Town of Estes Park, Larimer County, Colorado. Meeting held in the
Municipal Building in said Town of Estes Park on 6th day of June, 2001.

Mayor Baudek called the meeting to order at 3:31 p.m.
BOARD MEMBERSHIP — UPDATE.
Chief Dorman reported that State Statute requires 3 Fire Dept. members to serve on the
Pension Board. Typically, the Fire Chief, 1st Ass't. Chief and 2nd Ass't. Chief serve on
the Board, however, both the 1st and 2nd Assistant Chiefs are currently receiving a
pension. Pursuant to this perceived conflict of interest, Doug Deats has been serving
as the second Fire Dept. representative. Chief Dorman reported that the EPVFD has
appointed Secretary Jon Lankamer to represent the Fire Department on the Firemen's
Pension Board.
APPLICATION FOR PENSION — APPROVAL.
The Board reviewed the pension application submitted by Ray Parker, who has
completed 12 years of service. It was moved and seconded (Dorman/O'Connor) the
pension application be approved, and it passed unanimously.
DEATH BENEFIT INCREASE FROM $100.00 — DISCUSSION.
Pursuant to State Statute 31-30-1129, the Board is authorized to pay a funeral benefit of
not Tess than $100.00 to assist in the proper burial of a deceased firefighter. Chief
Dorman believes the $100 benefit is grossly outdated and is requesting the benefit be
increased.
Treasurer Brandjord reviewed a summary of benefit improvement costs received from
the Actuarial Consulting Group 6/6/01, and, without benefit of a formal study, it appears
a death benefit increase would not negatively impact the Fund.
Discussion followed, and it was moved and seconded (Dorman/Deats) the death
benefit be increased to equal two-month's pension (currently, the benefit is
$650.00) for any firefighter with a minimum of 10 years of service, such action
become effective immediately, and it passed unanimously.
PENSION BENEFIT INCREASE FROM $325.00/Mo. — DISCUSSION.
Pursuant to State Statute 31-30-1122, the Board has authorized a monthly pension
benefit of $325.00, the Board's previously -stated opinion was to fund the pension within
the mid -range of benefits offered as those offered by other Fire Departments. To

maintain this mid -range, small increases are needed from time to time. Chief Dorman is
recommending the benefit be increased to $350.001mo.
Treasurer Brandjord stated that prior to approving the increase, the fund must be found
actuarially sound, and this could be confirmed with the Actuary. Pete will start process.
Discussion followed, with the following action taken: (1) Treasurer Brandjord
authorize the preparation of an actuarial study to include a range of increases,
and (2) Chief Dorman to prepare a list of benefits provided by other fire
departments.
Staff anticipates all information could be received within 30 days; upon receipt a
meeting will be scheduled.
There being no further business, Mayor Baudek adjourned the meeting at 3:56 p.m.
