RECORD OF PROCEEDINGS Town of Estes Park, Larimer County, Colorado, February 3, 2000 Minutes of a Regular meeting of the FIREMEN'S PENSION BOARD of the Town of Estes Park, Larimer County, Colorado. Meeting held in the Municipal Building in said Town of Estes Park on the 3rd day of February, 2000. Board: Mayor Dekker, Fire Chief Dorman, 1st Ass't. Chief Parker, Treasurer Vavra, Clerk O'Connor Attending: All Also Attending: None Absent: None Mayor Dekker called the meeting to order at 9:02 a.m. APPLICATIONS FOR PENSION — APPROVAL. The Board reviewed pension applications submitted by Daryl McCown (20 years service and age 50; effective 1/1/00), and Jim Watson (<26 years of service and over 50 years of age 2/1/00). It was moved and seconded (ParkerNavra) both pension applications be approved, and it passed unanimously. With adoption of Resolution #37-99 specifying a need for additional volunteer firemen, both McCown and Watson will remain on the Volunteer Fire Dept. as active members. PROPOSED ACTUARIAL STUDY FOR FIRST QUARTER OF 2000 — UPDATE. The Board previously requested an additional Study be prepared in the first quarter of 2000 that includes, for comparison purposes, projections of raising the pension benefit to $300.00/mo. and $350.00/mo. Treasurer Vavra reported that the 1999 books must be closed prior to beginning work on the study (mid -late February), and he anticipates work on the Study could take approximately 2 months. The following scenarios will be included: pre -retirement death benefits, the $300 and $350/mo. benefit, and death benefit for the spouse of an active firefighter killed on active duty, said benefit be paid until such time as the spouse remarries. Discussion followed on incentives for members to fill and/or retain officer positions. Preliminary criteria could be: 5 years in office prior to this proposal becoming effective, with a monthly pension benefit of $50.00/mo. that would not be retroactive. The Dept. currently has 2 Captains (Winslow and Deats), 5 Lieutenants (Pettyjohn, Elley, Weakland, Landkamer and Igle), and 2 Assistant Chiefs (McCown and Parker). Chief Dorman confirmed other departments provide incentives, however, he could not confirm whether the incentives are paid through the pension. Treasurer Vavra was directed to discuss the aforementioned with Town Attorney White and report his findings at a future meeting.
