NEW STREET:
Town Administrator Hill reported that it now appeared all abutting
property owners either have or will in the near future give the Town
the necessary right of way for the construction of this new street
between State Highway No.7 and Community Drive.
The Committee recommends the street department proceed with construction
of this street as soon as all of the rights of way are filed.
The Committee was informed the name previously selected for this street
“Sanborn Street”is duplicated in Carriage Hills and should not be used
to name a Town street.The Committee discussed possible names and de
cided to submit a new name at some subsequent time.
STRIPING MACHINE:
Street Superintendent McCracken requested permission to purchase a new
striping machine and hand spray attachment at a cost of $509.50,plus
freight.The Committee recommended this request be approved.
PAINTING CROSSWALKS:
As requested by the Public Safety Committee,the Public Works Committee
discussed the need for improving the visibility of the crosswalks.The
Committee instructed the Street Superintendent to have the cross walks
painted with 12 inch border lines and 4 inch diagonals,each 6 feet.
VACATE ALLEY IN BUENNA VISTA TERRACE:
The Committee recommends the platted alley in Buenna Vista Terrace not
be vacated.
NEWSPAPER RACKS ON SIDEWALKS:
Chairman Steele will contact local newspaper distributors and obtain
from them their recommendations as to the most logical three locations
in the downtown area.The Committee will then recommend to the Board
of Trustees necessary ordinance changes to allow newspaper racks in
predetermined locations.
“RED DALE DRIFTERS”:
The Town Administrator reported the Red Dale Drifters were considering
the Stanley Parks area for a “Round Up”during the last part of September.
The Committee recommends the policy now in effect for the use of Stanley
Park,be used as a guide for the handling of this event.

CURB,GUTTER &SIDEWALK:
The Committee discussed the necessity of establishing firm policy con
cerning the installation of curb,gutter or sidewalk in the downtown
area.After considerable discussion,the Committee decided to make no
recommendation regarding this subject.All cases regarding curb,
gutter or sidewalk will be decided on an individual basis.
BRIDGE FROM DARK HORSE LOT:
Mr.Lou Pettyjohn and Mr.Phil Lancaster appeared before the Committee
to request permission to construct a walking bridge across the Big
Thompson River from the Dark Horse parking lot to a location behind the
Estes Park Hardware.After considerable discussion about location,
construction material,liability,ownership,right of way and future
planning,the Committee instructed Mr.Pettyjohn and Mr.Lancaster to
submit to the next meeting of this committee,their detailed plans and
locations for a temporary foot bridge.
STREET IMPROVEMENTS:
The Committee discussed at length the various street improvement projects
for the spring of 1971.Superintendent McCracken was instructed to
obtain competitive prices on various projects and submit them to the
Committee at their next meeting.
REGULaTIONS FOR THE USE OF BOND PARK:
The Committee recommends adoption of the following rules for the use of
Bond Park:
1.Limited to non-profit organizations of a local nature.
2.Activity must be confined to the boundaries of the Park.
3.Volume(loud speakers)must be adjusted so that only those in
the Park will be able to hear.
4.All litter shall be removed upon the conclusion of the event.
5.All costs incurred by the Town shall be paid by the sponsoring
organization.
6.Damages incurred shall be the responsibility of the sponsoring
organization.
7.Free will offerings shall not be allowed.
8.The Town Administrator shall issue all permits.
There being no further business the meeting adjourned.
