Public Works Committee Meeting

PLANS FOR NEW MUNICIPAL BUILDING:
Dr.Durward,President of the Estes Park Chamber of Commerce,was in
vited to attend this meeting but was unable to do so because of a delay
in his return from vacation.
The Committee,along with the other members of the Board of Trustees
present,reached the following conclusions:
1.It is not financially feasible to retain the present
auditorium.
2.This location is needed and is the most feasible site for
a new police and fire building.
3.It is not the obligation of the Town of Estes Park to furnish
the area with either anauditorium or convention center,due
in part to the following:
a.The Town of Estes Park does not have a broad enough tax
base to assume the annual losses or the capital invest
ment needed.
b.Other facilities within the Town of Estes Park do,now,
provide both an auditorium and convention facility,i.e.
the school,Holiday Inns,Stanley Hotel,etc.
4.There will not be unused Sales Tax revenue in the forseeable
future.Current and long range plans provide for Sales Tax
financing of Water Development,Planning,Green Belt,Beauti
fication,Street Improvements,Bridges,Rest Rooms,Parking
Lots,Municipal Buildings,Solid Waste Disposal,Reducing
the Town Mill Levy,etc.
The Committee recommends to the Board of Trustees of the Town of Estes
Park that plans proceed with the removal of the auditorium portion of
the building.
Due to the absence of Chamber of Commerce President Durward,the
Committee decided to hold another meeting tomorrow,at which time the
Chamber of Commerce could speak in favor of retaining the auditorium
portion of the school building.
SURPLUS MUNICIPAL PROPERTY:
The Committee discussed the disposal of the property located on Lots 5
and 6,Buenna Vista Terrace.
A legal opinion,dated December 20,1971,outlines the procedure neces
sary for the sale of this property.

The Committee recommends proceeding with the disposal of the above men
tioned property in line with the legal opinion of the Town Attorney.
When,and if,this recommendation is approved by the Board of Trustees,
the Town Administrator is instructed to contact all agencies that may
wish space in the new Municipal Building in regard to space require
ments and leases.
USE OF AUDITORIUM:
The Committee discussed a request from the Fine Arts Guild regarding
the use of the auditorium.The Committee recommends this request be
denied and that the auditorium not be used as long as other facilities
are available in the community.
PROPERTY TRADE:
The Trust Department of the First National Bank of Loveland has re
quested consideration of a property trade involving a portion of East
Riverside Drive where it intersects Crags Drive.The Committee recommends
the Town offer the trade as per the attached drawing that will,in effect,
provide for an eightyfoot street right-of-way.
PARKING LOT NO.TWO:
The Committee makes the following recommendations for the development
of Parking Lot No.2,located across the street from the Town Hall:
1.Plan number one,as prepared by Town Engineer Bill Van Horn,
be implemented.
2.Town Engineer will prepare plans and specifications.
3.Proceed with bids as soon as possible.
4.Superintendent McCracken will install irrigation system to
planted areas.
5.New ticket booth,4’x 8’,will be erected.Design by the
Town Engineer.
HORSE BARN BIDS:
The following bids were received by the Town for the construction of a
horse barn at Stanley Park:
Hall and Associates $10,553.70
George Bradley 6,271.00
James Wilson 6,100.00
The Committee recommends Mr.James Wilson be awarded the contract.
NEWSPAPER COLLECTION BOX:
Mr.Dotnid L.Holmes,Ski Fellowship Advisor,Community Church of the
Rockies,was given permission to construct a newspaper collection box
in the post office parking lot near the mail box.This box will be
removed if it proves to be objectional.
