Planning Commission with a on the amendments at their the Municipal Code (12.13)are recommended These amendments will be presented to the request for them to schedule a public hearing earliest convenience. ESTES PARK INFORMATION CENTER: Mr.Charles Ogden of Phillips,Carter,Reister and Associates,presented their study and recommendations for the location of a Tourist Informa tion Center in the Tallant Addition. After considerable discussion,the Committee recommends the Board of Trustees designate the Tallant Addition as the future site of the “Tourist Information Center”.Questions regarding the construction, financing and other details will be studied and discussed with the Chamber of Commerce at some future date. The Committee instructed the Town Administrator to discuss the traffic problems likely to result from this location with District Highway Engineer Wayne Capron.Should any serious traffic hazards,that can not be solved,result from this location the Town will reconsider the location. CURB CUTS -DEVILLE SUBDIVISION: The Committee recommends the Board of Trustees grant a 35 foot curb cut onto South Saint Vram Avenue adjacent to Lot 2 as requested and that the request for curb cuts onto South Saint Vram Avenue from Lots 1,3 and 4 be denied.The Committee also recommends Mr.Bacon submit a request for curb cuts for Lots 1,3 and 4 onto Woodstock and Graves Streets. FIRE PLUGS -COUNTRY CLUB MANOR: A request for a fire plug in Country Club Manor was tabled for additional information regarding distances and locations of adequate water mains from Superintendent McCracken. DAVE STIRLING BUILDINGS: As directed by Mayor Tregent,the Committee discussed the request by the Estes Park Historical Society that the Stirling Buildings in Rocky Mountain National Park be moved to Stanley Park near the present Museum. CD RECORD OF PROCEEDINGS Public Works Committee December 15,1972 Page two DAVE STIRLING BUILDINGS(continued): The Committee recommends the Stirling Buildings not be moved to Stanley Park for the following reasons: 1.The proposed site location (Stanley Park)and the Stirling Buildings are not compatible. 2.Moving and reconstruction costs would be prohibitive. 3.The Municipal Code (Uniform Building Code)would require such extensive building changes that the original design would suffer. 4.Annual costs of maintenance and operation would be prohibitive. DARK HORSE LOT CURBS: Town Engineer Van Horn reported Mr.Rusten of Flatiron Paving Company has rejected the proposal made by the Committee on November 1,1972, for the repair and/or replacement of the curbs in the Dark Horse lot. The Committee instructed the Town Administrator to write a letter to the Flatiron Paving Company expressing the Committee’s views on the curbs. SNOW REMOVAL: As directed by Mayor Tregent,the Committee discussed the downtown snow removal problem. The Committee directed a Public Notice be placed in the Trail—Gazette requesting downtown merchants to cooperate and have their walks cleaned of snow. The Committee also recommends the Town Staff study the possibility of adopting an ordinance that would provide for an annual fee to be paid by the merchant for snow removal in the winter and sidewalk sweeping in the summer. Dale C.Hill,Town Administrator XPPROVED JPN8 1973 TWN OF ESIES PARK 3 BOARD OF TRUSTEES j 12.13 Parking Requirements. 12.13-1 Minimum Off-Street Parking Requirements.The following minimum off-street parking space shall be required within all applicable zoning districts: 1.Dwellings -one space for each dwelling unit; 2.Churches,hospitals and other public buildings (except schools) -one space for 100 square feet of floor area; 3.Hotels,motels,rooming and boarding houses and similar accommodation units -one space for every rental unit; 4.Places serving food and beverages -one space for every 100 square feet of building floor area; 5.All other business and commercial uses -one space for every 200 square feet of building floor area; 6.Industrial and manufacturing establishments -one space for every four employees; 7.When the use of the property is such that the customers or patrons of a business or commercial enterprise do not use the floor area of a building for the primary use of the property, one space for every three customers and employees who use,or work at,the property at any one time. The location of the foregoing off-street parking space shall be designated on all applications for a building permit.The use of a property shall not be changed,for such use will require more off- street parking space than was required for the then current use,until the above required minimum off-street parking space has been provided for said property,and the location therefore furnished to the Town. 12.13-2 Parking Space Requirements.Each off-street parking space shall be not less than 10 feet wide and 20 feet long;shall be provided with vehicular access to a street or alley;shall be surfaced with gravel,asphalt,concrete,or equivalent;shall be properly drained; and shall be located within 300 feet of the principal building for which the parking space is required. 12.13-3 Parking Space Use Limitation.No part of an off-street parking space required for any building or used for the purpose of complying with the provisions of this ordinance,shall be included as a part of an off—street parking space similarly required for another building or use. 12.13-4 Payment in Lieu of Parking Space.In lieu of the above requirement for off-street parking,the property owner may,upon the recommendation of the Planning Commission,and the approval of the Board of Trustees,pay to the Town the sum of $1,000.00 per required off-street parking space.The foregoing sum to be placed in a fund for the acquisition of off-street parking space by the Town within the corporate limits of the Town of Estes Park. Public Works Committee November 1,1972 RECORD OF PROCEEDINGS Committee: Attending: Also Attending: Chairman Dannels;Trustees Petrocine and Prosser Chairman Dannels;Trustees Petrocine and Prosser Town Administrator Hill,Street Superintendent McCracken,Town Engineer Van Horn STANLEY PARK SPRINKLER SYSTEM: The plans from Thompson Pipe and Steel Company for the sprinkler system in the arena at Stanley Park were presented to the Committee.These plans showed a two inch main with five sprinklers.The total estimated cost of this system installed is $3,000.00.The Committee directed the Town Engineer and Street Superintendent to begin work as soon as possible on the installation of this system. ESTES PARK HORSE SHOW AND RODEO COMMITTEE RECOMMENDATIONS: The attached letter,dated October 17,1972,contains the Horse Show Committee recommendations for various improvements.This letter is attached to and made a part of these proceedings.In regard to these recommendations the Committee recommends the following: Items “A”,1 through 7: Item “A”,8: Item “B”,1: Item “B”,2: Item “B”,3: Item “B”,4: Item “B”,5: Item “B”,6: Item “B”,7: Item “B”,8: Item “B”,9: Item “B”,lO: OPEN SPACE: Committee recommends approval The Committee directed the Town Engineer and Street Superintendent to obtain firm prices. Cost estimates to be obtained by the Town Engineer. Referred to the Light &Power Department. Committee recommends approval. See above. Not necessary. The Committee discussed the possibility of the Town obtaining the land now occupied as a gasoline bulk station and junk car parking lot for park purposes.This item was tabled for the results of the cleanup campaign now under way by the Police Department.
