HomeMy WebLinkAboutMINUTES Public Works Committee 1972-06-07(Th6- RECORD OF PROCEEDINGS Public Works Committee June 7,1972 Committee:Chairman Dannels;Trustees Petrocine and Prosser Attending:Chairman Dannels;Trustees Petrocine and Prosser Also Attending:Town Administrator Hill,Street Superintendent McCracken and Town Engineer Van Horn CYTEWORTh LANE: Mr.Maurice 0.Nelson,attorney,and Mrs.Gish,administrator,appeared before the Committee requesting that the Town of Estes Park assume owner ship of Cyteworth Lane thereby providing maintenance. Due to the extreme grade (l47)and the very narrow right-of-way (18 feet), the Committee recommends the Board of Trustees not accept Cyteworth Lane as a public street. EAST RIVERSIDE STORM DRAINAGE: Town Engineer Van Horn reported Pinson Concrete has been engaged to do this project beginning the week of June 12th.Town Engineer Van Horn informed the Committee this project will require about one week to con struct and will necessitate various street closings. PARKING LOT IMPROVEMENTS: Lot #2(Continental Oil)-Town Engineer Van Horn reported Parking Lot #2 complete except for landscaping which will be finished in one week. Some damaged curbing will be replaced.Overhead cable TV wires will be removed within one week. Lot #6fDark Horse)-This lot complete except for lighting and land scaping.Lighting will be completed in July and landscaping as soon as time permits. Lot #3(Post Office)-This lot completed except for curbing,striping, lighting and landscaping.Curbing and striping will be completed with in one week.Lighting will be done during the month of June.Land scaping,including wall repair,as soon as time permits. LONE PINE ADDITION LAND TRADE: The Board of Trustees referred the proposal submitted by the developers of Lone Pine Addition to this Committee.Mr.E.R.Smith,one of the developers,appeared and spoke on behalf of the developers.Mr.Smith proposed the Town of Estes Park trade Lot 3,Block 8f3 acres)to the developers of Lone Pine Addition in return for the ten foot strip of land adjacent to highway 34,running a distance of about fifteen hundred feet. After considerable discussion,the Committee decided to recommend to the Board of Trustees that this trade be declined. USE OF STANLEY PARK FOR SCHOOL BUSSES: Mr.William Hintz,school bus contractor,appeared requesting permission to park the school busses on the easterly portion of Stanley Park.The Committee reviewed the deed restrictions that allow only recreational use of Stanley Park and decided not to allow bus parking.The fact that n RECORD OF PROCEEDINGS Public Works Committee Meeting June 7,1972 Page two USE OF STANLEY PARK FOR SCHOOL BUSSES(continued): Town property is not used by private persons or companies was also considered. NEW MUNICIPAL BUILDING Town Engineer Van Horn reported on the progress of the demolition con tract.There are several small items yet to be completed.It is ex pected this job could be complete within the next few days. The Committee recommends the Town paint the exposed north wall and prepare the parking surface for summer parking. Town Administrator Hill reported Mr.Floyd Reister of Phillips,Carter, Reister and Associates,will be ready to hold a conference with the Committee regarding the preliminary plans for the new municipal build ing in two to three weeks. 1972 STREET OILING: Street Superintendent McCracken reported that nine of the proposed twenty- four streets have now been completed.The actual cost of this work was $33,893.00 as compared to the estimated cost of $33,840.00.Superintendent McCracken reported all street oiling will be completed immediately except for Elm and Driftwood Avenues which are both scheduled for water main installations.These streets will be surfaced upon the completion of the water main work. The Committee instructed the Town Administrator to write a letter of thanks to Flatiron Paving Company for the most welcome donation of sixty yards of sand to the Granny Nay Arena at Stanley Park. NEWSPAPER RACKS: The Committee discussed the proliferation of newspaper dispensing racks located on parking lots and sidewalks.After considerable discussion, the Committee decided to contact all of the newspaper distributors and ask for voluntary cooperation.The Committee feels that three racks per newspaper should be adequate.If voluntary cooperation is not obtained the racks could be eliminated entirely.Trustee Prosser was delegated to contact the newspapers. FUTURE ANNEXATIONS: The Committee discussed the advisability of trying to urge the annexa tion of the Far View Acres -Fall River area and the islands within the corporate limits that are now not annexed. The Committee directed the staff to prepare an ownership map of the Far View Acres -Fall River area.A meeting with these people may be held in the near future.A study of the rural water contracts in this area is also necessary as each of them agrees to annexation. The Committee directed additional personal contact with some of the owners of rural islands within the Town limits prior to “forced”annexa— t ion. RECORD OF PROCEEDINGS Public Works Committee Meeting June 7,1972 Page three BOND PARK: The Committee recommends that the staff prepare a preliminary plan show ing the future use of Bond Park with all of the buildings removed except the Library.
