HomeMy WebLinkAboutMINUTES Public Works Committee 1973-02-28nfl RECORD OF PROCEEDINGS Public Works Committee February 28,1973 Committee:Chairman Dannels;Trustees Petrocine and Prosser Attending:Chairman Dannels;Trustee Prosser Also Attending:Town Administrator Hill,Town Engineer Van Horn, Street Superintendent McCracken,Light and Power Superintendent Dekker Absent:Trustee Petrocine SERVICE CENTER PLAN: Chuck Ogden of Phillips,Carter,Reister and Associates presented the Conceptual Plan for the new Town of Estes Park Service Center(land fill area).The above plan shows the location of the following: 1.Light and Power warehouse,garage and pole yard. 2.Street Department buildings and storage. 3.Water Department buildings and storage. 4.Transfer station location. 5.Roads -both present and proposed. 6.Landscaping and green belt areas. PCR recommendations for the allocation of the existing garage and shop space are as follows: Existing Water and Street Department Garage The western portion,which includes four bays and is approximately 62 feet,should be allocated to the Water Department.The remaining three bays should be allocated to the Streets Department. Existing Power and Light Garage The entire building should be allocated to the Streets Department. Existing Power and Light Warehouse This building should be removed. The Committee recommends the Town follow the general Conceptual Plan in its development of the proposed Service Center site and that PCR recommenda tions be implemented. KINNIKINNIK MOTEL STREET VACATE: The owners of the Kinnikinnik Motel have requested that the Town vacate the old unused street right-of-way abutting the easterly portion of their property.The Committee recommends to the Board of Trustees that this request be approved providing the owners assume the liability for all costs involved i.e.engineering and legal. DRINKING FOUNTAINS: The existing drinking fountains in the downtown area are now located at the library,public restrooms and the Hupp Hotel corner.The Committee RECORD OF PROCEEDINGS 6 Public Works Committee February 28,1973 Page two DRINKING FOUNTAINS(continued): recommends new vandal-proof drinking fountains be installed at the Town Hall corner,Community Church area and parking lot number one.The estimated cost of these three fountains is $750.00. ACCUMUlATION OF SNOW ON SIDEWALKS: The Committee discussed a proposed ordinance amending the Municipal Code as it relates to the accumulation of snow and ice on sidewalks. After considerable discussion the Committee decided to table any further action on this problem. STANLEY PARK FENCE: Town Engineer Van Horn submitted the following price estimates for a six foot chain link fence at Stanley Park: 1.Elcar:$5,200.00 for 1,610 feet. 2.Montomgery Ward:$5,000.00 for 1,600 feet. These prices do not include gates or corners.The Committee recommends that the Town Engineer be given authority to proceed with the Stanley Park fencing by accepting the Elcar proposal. BUENNA VISTA TERRACE ROAD: The Town Engineer and Street Superintendent will submit cost estimates for the improvement of the proposed road into Buenna Vista Terrace, generally located between Lots 6 and 7. TOURIST INFORMATION CENTER: The attached letter,dated January 31,1973,from Phillips,Carter, Reister and Associates,regarding traffic congestion problems in or near the Tallant Addition,was discussed by the Committee. There being no further business,the meeting adjourned. ENGINEERS ARCHITECTS PLANNERS CONSULTANTS ORLEYO.PHILLIPS,PE 910—16TH STREET DENVER PHONE 266-2481 FLOYD M.REISTER,AlA DONALD S.RAND,PE January 31,1973 TOWN OF ESTES PARK P.0.Box 1200 Estes Park,Colorado 80517 Re:Proposed Tourist Information Center, Attn:Mt.Dale Hill State Highway Letter 5 Jan 73 Gentlemen: In reference to the problems related to traffic on U.S.36 and egress from the parking area south of the Big Thompson Rivet as noted by Mr.W.J.Capron of the Colorado State Highway Department -we would like to stress that out study to date has been schematic and is general in concept.We acknowledge that in this stage of design,many specific items are not dealt with in depth.We believe that there are many suitable solutions to the problem that will be brought to light during the design development stage. We would like to point out that any good side for the Information Center will be in a high traffic concentration area and will therefore experience some ingress or egress problems. In light of the Master Plan Study for the Town of Estes Park we would like to point out that the intersection of U.S.34 &36 is a traffic congestion problem. It is possible that a master planning solution to this problem might have a beating on the use of the “Tallant Addition”. In summary,we still believe that the “Tallant Addition”site is the best site to date for the Tourist Information Center function,but we recommend that the decision be put aside until the Master Plan Study has been completed.
