HomeMy WebLinkAboutMINUTES Public Works Committee 1974-05-23RECORD OF PROCEEDINGS Public Works Committee —May 23,1974 Committee:Chairman Dannels;Trustees Petrocine and Prosser Attending:Chairman Dannels;Trustees Petrocine and Prosser Also Attending:Town Administrator Hill,Director of Public Works Van Horn Absent:None POLICE RADIO ANTENNA: Officer Kappely discussed the advantages and reasons the Police Department has for moving the Colorado State Patrol radio antenna from the top of Prospect Mountain to the roof of the Municipal Building. Following a long discussion,the Committee instructed Officer Kappely and Director of Public Works Van Horn to study the possibility of placing the antenna on the main power pole north of the Municipal Building and also the possible types of roof attachments should the pole attachments not prove feasible.The Committee also requests some type of report showing the im proved radio reception.This would come as a result of a testing procedure. MUNICIPAL BUILDING: A.Landscaping -Director of Public Works Van Horn submitted a plan and cost estimate of the proposed landscaping and sprinkling system installation. The attached Schedule A is the cost estimate.The Committee recommends this work proceed at once. B.Sign:-The Director of Public Works was authorized to proceed with the permanent sign for the FIRE -POLICE -PUBLIC REST ROOMS.The sign will be white stucco and moss rock with letters similar to the Municipal Building sign.The total estimated cost of this sign is $1,000. C.Parking -After considerable discussion the Committee makes the follow ing recommendations in regard to the parking assignments: 1.Ten spaces on the north portion of the lot shall be designated for Police related vehicles. 2.Nine spaces on the east portion adjacent to the Utility Section of the building shall be designated for official and employee vehicles working in this and the Administration Section of the building. 3.Twelve spaces on the east edge of the lot shall be designated parking for other building employees. 4.Eighteen spaces immediately east of the building shall be de signated as patron parking. 5.Thirty-one spaces shall not be designated parking and will be available to others. Should problems develop with the above parking plan,the Committee reserves the right to make changes as it feels necessary. fl_ RECORD OF PROCEEDINGS Public Works Committee May 23,1974 Page Two (2) 0.Rack for Police Tires -The Couunittee recommends the extra tires for Police vehicles be stored in the Public Works Department building. E.Police Detention Cage —The Committee requests further information re garding the Police Department request to build a detention cage.(See attached request,Schedules B &C.) BOND PARK: A.The proposed plan drawn by Tom Brown received much favorable comment from the Committee.Due to the scope of work required to augment this plan, the Committee feels it should be regarded as a distinct possibility for the long range plan (one to two years). B.The Department of Public Works presented a plan (Schedule E)and cost estimate (Schedule 0)for the immediate development of Bond Park.The Com mittee recommends the Town proceed as soon as possible with this plan.The Committee resolved several details of the plan such as materials for the in terior walks and the plans effect on the long range plan for Bond Park. LIBRARY: The attached request (Schedules F &G)from the Estes Park Public Library Board are recommended to the Board for approval.Most of these items are a result of moving the kitchen from the Library to the Municipal Building. STREET OILING: The Department of Public Works submitted the 1974 Street Oiling Plan for 1974 (Schedule H).The Committee recommends the plan for approval. LANDSCAPING: A.The Committee directed the Public Works Director to present a plan for the landscaping of the State Highway Department traffic islands at the in tersection of 36 and 7.The plan shall be for maintenance to be provided by the Town. B.The plan for landscaping in the Dark Horse and Post Office lots will be perimeter walks and plantings that can be irrigated.The interior landscaping shall be such that irrigation will not be required. BIKE AND WALKWAYS: The Director of Public Works reported the State Highway Department has agreed to paint the Bike and Walkway on Manford Avenue. POST OFFICE LETTER DROP: The Post Office letter drop will be installed next week. DIESEL FUEL TANK: The diesel fuel tank now being used by the Water and Street Departments has started leaking and water is in the tank.A new diesel fuel tank and pump is recommended by the Committee.Estimated cost $1,000. RECORD OF PROCEEDINGS Public Works Committee May 23,1974 Page Three (3) METAL STORAGE BUILDING: A very lengthy discussion developed in the matter of refurbishing the small metal storage building at the Public Works area.The Committee decided to study the plan to move the facility to the land-fill site west of Town.Information regarding this plan will be reviewed at the next meeting of the Committee.
