HomeMy WebLinkAboutMINUTES Public Works Committee 1974-03-28RECORD OF PROCEEDINGS Public Works Committee March 28,1974 Committee:Chairman Dannels;Trustees Petrocine and Prosser Attending:Chairman Dannels;Trustees Petrocine and Prosser Also Attending:Town Administrator Hill,Director of Public Works Van Horn Absent:None BOND PARK: Ruth Stauffer,Betty Clauson and Mary Howarth appeared befere the Committee to discuss the proposed removal of the old Town Hall located in Bond Park. Following a discussion lasting more than one hour and a review of the peti tions presented,the Committee decided to recommend no changes in the plan to remove the old Town Hall and developthe land into a park use. Public Works Director Van Horn reviewed the plans and specifications for the removal of the old Town Hall and the Fire -Police Building.The Committee recommends bids be requested for the Board meeting of April 22,1974. Final plans and specifications will be presented at the next meeting for the Bond Park development.The Committee instructed the Public Works Director to follow the general concept of the Bond Park plan suggested at the February Committee Meeting. SEWER LflE RIGHT-OF-WAY: Mr.Ray Laessig of the Upper Thompson Sanitation District submitted a request for an additional right-of-way through the Tallant Addition.(Sketch Attached) The Committee recommends the request be granted pr&iLding the following condi tions are agreed to: 1.Cast iron or equal pipe be installed; 2.Town shall be allowed to build over the sewer line; 3.The Upper Thompson Sanitation District will pay any additional construction cost incurred by the Town required by the location of the sewer line 4.The Upper Thompson Sanitation District will restore the ground elevation and condition to its original condition. PARK VIEW ESTATES STORM DRAIN: Mr.and Mrs.Newton,owners of Park View Estates,offered to pay $1,500.00 to the Town for the future cost of increasing the storm drainage from Park View Estates.Director of Public Works Van Horn recommended this storm drainage project be completed at this time by the Newtons and not be delayed. The Committee advised Mr.and Mrs.Newton the diversion of the storm water at the bottom of the hill will be their responsibility and not the Town’s. FIRE PLUG SCHEDULE: Mr.Nicky Kane,Mr.Phil Rohrbaugh and Marcia Whanger appeared before the Committee to request fire plugs for the Fall River Addition.The Committee instructed the staff to try and purchase one additional fire plug and make a recommendation at the next meeting for the location of three fire plugs in the Fall River Addition.The staff was instructed to review the needs in the current fire plug schedule as it relates to the current priorities in the entire Town. -Th RECORD OF PROCEEDINGS Public Works Committee -Page 2 March 28,1974 STATE HIGHWAY DEPARTMENT-TRAILER:: The State Highway Department has obtained a variance from the I.arimer County Board of Adjustment that will permit them to place a mobile home North of the two mobile homes now located on Town property,adjacent to the dump. The Committee recommends the Town give the State permission to place the above mentioned mobile home at the dump site providing a three year time limit be established to remove all mobile homes from Town property into privately owned trailer parks. Addition’conditions for the placement of this mobile home will be worked out between the staff and the Highway Department. SHERIFF’S OFFICE: The Sheriff’s office requested permission to install carpet in their quarters in the Police Building.The Committee denied this request because of precedents that would be established and recommendations of the staff regarding the architect’s original reasons for specifying vinal tile for the entire Police Building. ANTENNA ON MUNICIPAL BUILDING: Chief Ault submitted a request to place a forty foot tower on the top of the Fire -Police Building.Due to the unanswered questions regarding the reasons for this move,the Committee directed the Chief of Police to bring the State technician to the next meeting.The present Municipal Code may have to be amended prior to allowing this tower placed on the Municipal Building. MUSEUM: The Greg Steiner paintings now displayed in the lobby of the Municipal Building will be added to the Town’s insurance policy in the amount of $10,000.00.The Committee recommends the Town Administrator be authorized to establish a historical picture display in the Municipal Building.The Estes Park Area Museum will be asked to direct and implement this project with the Town providing the necessary funding up to $1,000.00 for expenses incurred. HOSPITAL LOAN CLOSET: The Estes Park Quota Club has requested space in the Municipal Building for the Hospital Loan Closet.The Committee recommends the established policy of providing permanent space only to political subdivisions be maintained.This is the policy set when the Red Cross requested office space. MUSIC: A background music system in the administrative section of the Municipal Building was discussed.The estimated cost of this system is $644.00.The Committee recommends approval. SURPLUS FURNITURE: The Town Administrator will report the amount of surplus furniture at a future meeting of the Committee.It appears now that there will only be about two or three desks. OLD TOWN HALL SIGN: The old Town Hall sign will be removed immediately. STREET REPAIR: The Water Superintendent will be asked to have CAP Construction Company repair the highway cuts on Highway 7. ©©E) RECORD OF PROCEEDINGS Public Works Committee Page Three (3) March 28,1974 There being no further business,the meeting adjourned.
