HomeMy WebLinkAboutMINUTES Public Works Committee 1974-09-19RECORD OF PROCEEDINGS Public Works Committee September 19,1974 Committee:Chairman Dannels;Trustees Petrocine and Prosser Attending:Chairman Dannels;Trustees Petrocine and Prosser Also Attending:Town Administrator Hill,Director of Public Works Van Horn Absent:None SUN CONTROL FILM: Upon the advice of Swanson Rink and Associates and following the proposal from the 3M Company,the Committee recommends the above mentioned proposal be accepted at a cost of $881.10.The application of this 3M film will reduce the heat loss from the inside of the building in the winter,as well as,reduce the heat gain in the summer. SIDEWALKS-TRASH: The Committee discussed the advisability of amending the Code to prevent, or try to prevent,merchants from sweeping the trash from their stores and sidewalks into the street.After the discussion,the Committee decided to conduct an educational program next spring aiming at voluntary cooperation. SET BACKS FROM RIVERS: After the Committee read and discussed the Town Attorney’s opinion regarding river set backs dated September 9,1974,it instructed the Director of Public Works to investigate the possibility of amending the Municipal Code to pro vide river set backs for walkways. MUNICIPAL BUILDING —COSTS: The August 31,1974,Municipal Building cost analysis was reviewed by the Committee.(Cost Record Attached) RESERVATIONS —MEETING ROOMS: The Town Administrator was authorized to reserve the various meeting rooms in the Municipal Building for organizations as required. SNOW FENCE: The Director of Public Works was authorized to purchase 1,000 feet of snow fence from the Estes Park Lumber Co.at a cost of $750.00.This price is about 30%under current market price. BRIDGE ABUTMENTS —EXTENSIONS: The Director of Public Works was authorized to obtain proposals from Contractors to add bridge abutment extensions as needed prior to the installation of the new bridge decks.These proposals will be available for the next meeting. UPPER THOMPSON SANITATION DISTRICT —RIGHT—OF—WAY: Mr.Fred Carpenter and the consulting engineer from M &I Engineering Co. appeared before the Committee and submitted the attached proposal for the sewer line right—of—way through the Tallant Addition. The Committee feels the proposed agreement is acceptable with the exception of the 4th paragraph of their letter dated September 19,1974.(Letter Attahced) OQ 0° RECORD OF PROCEEDINGS Public Works Committee Meeting September 19,1974 Page Two (2) As requested by the Upper Thompson Sanitation District,the Committee instructed its staff to prepare a definite list of the probable future connections to the Upper Thompson Sanitation District’s Sewer System.This list was submitted to the Committee and is as follows: 1.FALL RIVER PROPERTY: a.Hydro Generating Plant and Water Plant b.Two single family residences c.Possible future public restrooms. 2.LAND FILL AREA: a.Light and Power Service Building b.Public Works shops and garage c.Water Department Shop and Warehouse d.Three trailer homes e.Possible future public restroom. The Upper Thompson Sanitation District has rejected the prior agreement to provide sewer service connections in return for sewer line right—of—way. The Upper Thompson Sanitation District,through its Manager,Mr.Carpenter, suggests the Town of Estes Park pay the sewer connection fees established by the Upper Thompson Sanitation District prior to April 1,1973. These fees are,of course,less than the fees now being charged. Dear Mr.Hill Power Plant Property. 1.This District will comply with the conditions as approved by the Public Works Committee on August 15,1974 in the construction of a new main sewer line across above reference property. .We submit herewith a suggested form agreement to assist you fur ther in drawing an instrument proving to be mutually satisfact ory.Further,we attach an Easement Grant form for purposes with the same intent. .The Town engineer and the District engineers have completed field inspection of new proposed routeing.Actual surveying and engineering has not as yet been completed. The Board of the Upper Thompson Sanitation District rejects the recommendation of the Public Works Committee that free sewer tap fees be granted the Town. The District will charge the Town fees in accordance with the approved tap fee schedule.
