HomeMy WebLinkAboutMINUTES Public Works Committee 1974-08-15fl RECORD OF PROCEEDINGS Public Works Committee August 15,1974 Committee:Chairman Dannels;Trustees Petrocine and Prosser Attending:Chairman Dannels;Trustees Petrocine and Prosser Also Attending:Town Administrator Hill,Director of Public Works Van Horn,Administrative Intern Burch Absent:None UPPER THOMPSON SANITATION DISTRICT REQUEST FOR RIGHT—OF—WAY: Mr.Fred Carpenter,Manager of the Upper Thompson Sanitation District, appeared before the Committee to request a sewer line right—of—way on the North side of the Big Thompson River in the Tallant Addition.Mr.Carpenter stated several reasons for the request.Granting the North side right— of—way would allow the Upper Thompson Sanitation District and the Estes Park Sanitation District to enter into a cooperative agreement in which the same easement could be used for sewer lines of the two districts. Routing on the North side,rather than the South,would also be cheaper and shorter,eliminating two river crossings. Concern was expressed by Town Administrator Hill and Director of Public Works Van Horn about the effect of a North side right—of—way upon the Town Shops’activities and upon the proposed Tallant Park. Town Administrator Hill reminded the Committee of the March 28,1974, Public Works Committee meeting in which the Committee recommended certain conditions be agreed upon by the Upper Thompson Sanitation District before a right—of—way would be granted by the Town.These recommendations were approved later by the Town Board.The Committee reasserted and expanded these conditions in reference to the Tallant Addition request as follows: 1.The river banks shall be restored,stabilized,and landscaped with large boulders,subject to the approval of the Town of Estes Park. 2.The Town of Estes Park shall be allowed to build structures across and/or over the sewer line right—of—way at any loca tion selected by the Town of Estes Park. 3.The Upper Thompson Sanitation District shall pay all additional construction costs incurred by the Town of Estes Park as a result of the location of the Upper Thompson Sanitation District’s Sewer line. 4.All trees and vegetation shall be replaced,subject to the approval of the Town of Estes Park. 5.The sewer line ditch shall be back—filled and compacted immediately upon the pipe line installation so as to prevent any hazard to heavy equipment owned or operated by the Town of Estes Park. The Committee recommends that the Upper Thompson Sanitation District submit a new sewer line right—of—way agreement incorporating such conditions for consideration by the Committee at the next meeting. FALL RIVER PROPERTY: Fred Carpenter informed the Committee of the Upper Thompson Sanitation District’s desire to amend the present easement grant established for the Fall River sewer line right—of—way.The Upper Thompson Sanitation District plans to re—route several lines in this area. 00 CD RECORD OP PROCEEDINGS Public Works Committee August 15,1974 Page Two (2) In addition to the change in location for some of the sewer lines,the Upper Thompson Sanitation District specifically wishes to delete the provision granting the Town free sewer taps in return for right—of—way. The Committee directed the Town Administrator and Director of Public Works to establish a list of present and future buildings the Town would want to have sewer service available sometime in the future. The Upper Thompson Sanitation District informed the Committee they will withdraw their request for water to the Sanitation District plant and lift station.Due to the engineering costs already assumed by the Town in connection with this water application,the Committee feels this should be considered when the next right—of—way agreement is before the Town. The Upper Thompson Sanitation District has been requested to submit new easement agreements,including re—routing and sewer tap amendments,for consideration by the Committee at their next regular meeting There being no further business,the meeting was adjourned.
