HomeMy WebLinkAboutMINUTES Street Committee 1967-01-18nfl [fl RECORD OF PROCEEDINGS Street Committee August 8,1967 Committee:Chairman Tregent;Trustees Dannels and Swanson Attending:Chairman Tregent;Trustees Dannels and Swanson Also Attending:Superintendent McCracken and Town Clerk Hill, Town Engineer Paul H.Van Horn Absent:None Mr.Jack Rutt,Project Engineer,and Mr.Heron,Staff Engineer,Public Service Company of Colorado,attended the meeting for the purpose of discussing the installation of the natural gas distribution system in the streets of the Town of Estes Park.Mr.Heron stated construction was scheduled to begin October 2 of this year and will end prior to the 1968 summer season. The Street Committee listed the following streets which will be improved in the spring of 1968: Panorama Drive Morgan Street Willow Lane Hillside Lane North Lane Highland Lane Grand Estates Drive Chiquita Lane Cedar Lane Country Club Drive Chapin Lane Brook Drive Ru de la mont Stanley Circle Community Drive Lexington Lane Lake Front Street Mr.Heron stated the Public Service Company would try to complete the above mentioned streets early in their construction program. The Committee discussed the procedures for street surface repair.Details for this agreement will be worked out at a later date. The Street Committee discussed the Molander Subdivision on Little Prospect. The Subdivision regulations concerning streets would require the following improvements on Juniper Drive and Vista View: 1.A minimum 60’right of way. 2.Drainage culverts if needed. 3.Cul de sac brought up to the minimum standards. 4.Street surface improved to minimum standards. 5.Adequate access street to the lots adjacent to Devon Drive. 6.Surfacing and administration of Prospect Mountain tunnel road. Town Engineer Van Horn and Street Superintendent McCracken are to obtain the necessary rights of way to make Ponderosa Drive a 30’street. Town Engineer Van Horn and Street Superintendent McCracken are to investi gate the drainage problem on North Lane. The Committee was informed that all of the rights of way have been obtained for the town street adjacent to Thompson Pinewood Acres with the exception of one half the cul de sac on the west end of this street.This property is owned by Mr.Ralph Johnson.The Committee decided to await Mr.Johnson’s decision as to whether or not he will sign the necessary deed for the right of way. The Street Committee decided to request $10,000.00 for new street equipment (street grader)in the 1968 budget. 00 RECORD OF PROCEEDINGS Street Committee (Cont’d.) August 8,1967 The Street Committee recommends to the Board of Trustees that the Town enter into a contract to excavate street material at a cost of 25 per yard with the owners of the property on Fall River near the Town water tank,and that the Town also purchase Mr.Fulto&s interest in the gravel pit at a mutually- agreed upon price. There being no further business,the meeting adjourned. Dale G.Hill,Town Clerk (%.m.n APPROVED AUG 14 1967 TOWI1 JF ESTES PARK L OiADOFiRusTEEsJ Lyons,Colorado January 20,1967 State Highway Department,Public Hearing on four-laning the state highway through Lyons,Colorado. Mayor Lively of Lyons opened the meeting and told the audience (seventy five people)the history of the proposed highway construction.Mr.Glen Macf idowney,State Highway Department District Engineer,conducted the hearing. Mr.MacEldowney proceeded to describe the proposed highway. The project begins on Highway 66,west of Lyons at the bridge beyond the fire house.The new highway goes through Lyons and connects to the new portion of the highway east of Lyons near the Longmont Water Treatment Plant. The proposed highway follows the present highway. The fire house on the west edge of Lyons will be removed and the lumber yard will lose the front portion of its old building. There is $100,000 in the right-of-way budget for the year ending July 1, 1967.The construction funds may be budgeted for the year ending July 1,1968. If they are budgeted,construction could begin the summer of 1967. The proposed highway will consist of two twelve—foot traffic lanes on each side of a fourteen-foot median.The sidewalks in Lyons will be narrowed to 5½feet each.There will be no parking on the main street of Lyons. The median strip in the downtown area will be open and the city of Lyons will install sprinkling systems.The Lyons garden clubs will maintain the open medians with flowers.The open raised median changes to a painted median at a point east of the lumber yard and continues in this manner on east. There was a considerable amount of discussion on the intersection where the old fire house is located.The State Highway Department will install underground wiring at this intersection and also the Boulder highway corner for the purpose of future traffic signals. The railroad tracks across from Mayor Lively’s motel will be moved south to the edge of the stream. A lady representing the birdwatchers of Lyons was concerned about whether the State Highway Department would disturb the stream because this is the national breeding grounds of the water ousel. Mr.Macfldowney stated that he felt that the highway could be located in such a manner as to not require the removal of the gas stations and motels on the easterly edge of Lyons. Mr.F.C.Carter,representing the Peak to Peak Association expressed that his association desires to obtain as much traffic on the South Saint Vram as possible. Mr.MacEldowney stated that the proposed highway through Lyons was being designed with an expected life of at least twenty years.The traffic count is now 3,100 vehicles per day and the highway could handle as many as 16,000. Men owning the carpet shops in Lyons expressed concern over the loss of parking on the main street.The audience’s reaction on the loss of parking on the main street was quite noticeable. The present grade of the highway will remain with the exception of that portion where the railroad crosses the highway.Mr.Macfldowney expressed the State Highway Department’s desire to relocate the railroad crossing. The balance of the public hearing concerned procedures for obtaining right-of—ways from local property owners.
