HomeMy WebLinkAboutMINUTES Public Works Committee 1974-11-21RECORD OF PROCEEDINGS Public Works Committee /November 21,1974 Committee:Chairman Dannels;Trustees Petrocine and Prosse Attending:Trustees;Petrocine and Prosser Also Attending:Town Administrator Hill and Director of Public Works Van Horn Absent:Chairman Dannels DRIFTWOOD AVENUE: Mr.Seymour Graham appeared before the Committee and spoke in favor of his letter of November 1,1974 (Attached)in which he requests street paving of an additional 300 feet (4--)of Driftwood Avenue. Mr.Graham requests the Town fund the necessary engineering to deter mine the total cost of constructing the above mentioned section of Driftwood Avenue. The Committee recommends the request be denied and that the June 27,1974 Public Works Committee recommendation,stand. ELM STREET: Mr.Graham suggests Mr.Arnold Preller,owner of Lot 11,Block 6 and Lot 11,Block 7,Country Club Manor,may be in favor of vacating that portion of Elm Street between the two above mentioned lots. Utility needs on this portion of Elm Street will be studied and reported back to Committee. MUNICIPAL BUILDING: A letter dated November 18,1974 from DMJM-Phillips.Reister,reported on the final inspection of the building made on November 12,1974. All items in the letter except the cell repair was covered in the guarantee. The Committee recommends that all cell damage/vandalisir such as graffiti,be repaired,painted,etc.,just as soon as possible so as not to encourage further vandalism. SNOW PLOW: Public Works Director Van Horn submitted correspondence from the International Harvester Company in which they indicate the delivery date of the snow plow ordered last December will be the •second week of February 1975. MUNICIPAL BUILDING -MEETING ROOMS: As suggested by Mayor Tregent,the Committee studied and recommends the following: Policy —The meeting rooms should not be considered as permanent quarters for any organization other than Town of Estes Park Committees,departments, boards,etc. All organizations using the meeting rooms on a regular basis for more than three months shall RECORD OF PROCEEDINGS Public Works Committee November 21,1974 Page Two (2) have their room priviledges subjecft to a review by the Board of Trustees. RULES AND REGULATIONS 1.Use limited to non-profit organizations of a local nature; 2.Volume of loud speakers,etc.,must be controlled so that only those in the room will be able to hear; 3.Damages incurred shall be the responsibility of the sponsoring organization; 4.The room occupant shall obtain access to the room and building by contacting the Police Department; 5.Upon the groups departure,the Police Department shall be notified for security purposes.(Applies only during the hours that the office is closed); 6.All rooms are set up for normal use.Any desired changes in room1set up,such as chairs,shall be the responsibility of the sponsoring organization and then only after the Town Administrator’s Office is notified.The rooms shall be set up exactly as they were at the beginning of the respective meeting; 7.Free will/offerings (churchs exempt)and any other methods of charging for the event or use of the room shall not be permitted. 8.The Town Administrator shall have the authority to effect reasonable rules and regulations not covered specifically. 9.All room reservation requests shall be directed to the Town Administrator’s Office; 10.All room reservations shall be subject to cancella tion should the Town of Estes Park require the room or rooms for its use. 11.Failure to comply with the rules and regulations set forth above may lead to the cancellation of meeting room priviledges. JANITOR’S CLOSET: The Committee authorized the constructions of shelves ($55.00 estimated)in the janitor’s closet. There being no further business,the meeting adjourned. Dale G.Hill,Town Administrator NOV 26 5 l/44.7q’November 1,1974 Mr.Dale Hill Town of Estes Park Estes Park,Colorado 20517 Dear Mr.Hill: I am writing you in reference to our discussion earlier in the week in reference to lots 13,14 and 15,block 8, on Driftwood.As you will recall,I appeared before the Public Works Commission in reference to having some road work done on Driftwood.At that time I believe they stated that they were unable to do any road work without proper petitioning by more than 50%of the lots involved. As you recall,I took the position that I felt that none of the other streets that were paved in the area were handled in this manner although I assume their decision was brought about because of the steepness of the grade involved on Driftwood.I,therefore,would like to open this up to further discussion since the client I repre sent,who owns lots 13,14 and 15,block 8,is about to sell them and people will be looking for building per mits to build on said lots.I feel that something has to be done here and would like to further discuss this matter with the Public Works Commission.I would there fore like to be on the agenda for the meeting on Novem ber 21 which I believe is the date you mentioned of their next meeting. Reference is made to our “Punch List”of November 6,1974. A.Floor drain in the Jail Cell area was unplugged by Wes. “B.Further stabilization of plumbing fixtures and bed mountings in the Jail Cells will be provided by Wes in conjunction with Bill VanHorn and a Change Order for additional work. C.Loose resilient floor tile will be repaired as necessary. D.Exit light mountings were re—anchored by Wes. E.The concrete walk is cracked by heaving.The Contractor will repair and fill the cracks with epoxy and provide a curb cut at the west end to permit water to flow onto the parking area and not underneath the walk as presently occurs. F.The noisy light ballast at the stair will be replaced. Q.The roof leaks around the vent will be repaired. H.The stained carpet will be cleaned by the Contractor. I.The defective hot water thermostat was replaced. J.Floor stops were installed at the Board Room doors by Wes. Please contact us should you require further assistance.
