GREENBELT:
The Committee discussed a proposed purchase of greenbelt land
located within the Town limits.The Town Administrator was
instructed to contact the owners of the land and indicate the
Town’s interest.The Committee recommends the Town Administrator
be authorized to have the property appraised by a court approved
real estate appraiser.
PROPERTY EXCHANGE -PARK THEATRE:
The attached map shows the location of a proposed property
exchange between the Town and Vic Walker.The Town would receive
parcel B in exchange for Vic Walker receiving parcel A.The
Committee recommends this exchange be approved.
CURB,GUTTER AND SIDEWALK REPAIR:
Director of Public Works Van Horn reported on the inspection and
preliminary property owner contacts for the hazardous curb,gutter
and sidewalk repairs.Initial contact indicate partial positive
response.This project will be continued by the Director of Public
Works.
ELKHORN AVENUE STREET SURFACE REPLACEMENT:
The Director of Public Works reported that engineering estimates
indicate the cost to replace all curb and gutter in the main four
block area when the highway department will be replacing the street
surface (2,360’)will run between $7,000 and $10,000.
Although the Town’s involvement in replacing the curb and gutter in
this area is a variation in procedure,the Committee felt the work
is justified because of the unacceptable result should the work
not be done at this time.When the surface of the street is removed,
the gutter and curb elevations will have unacceptable differences.
Cleaning and storm drainage without new curb and gutter will be
extremely difficult and will result in a substandard job.
The Committee recommends the Director of Public Works be authorized
to contact the State Highway Department and try to include the work
in the street surface bid.If necessary the Town will bear the
cost of the additional work.
TRACTOR BIDS:
The attached sheet shows a compilation of the bids received by the
Public Works Department for a multi-purpose tractor.The Committee
recommends the Director of Public Works be authorized to accept the
bid that best suits his department’s needs and that the broom and
snow plow attachments be purchased at this time.The purchase is
budgeted for 1975 at a cost of $10,000.

WIEST DRIVE BRIDGE:
The Director of Public Works reported the Wiest Drive bridge will
be installed this spring.The Ivy Street bridge will be scheduled
for construction this fall.The East Riverside bridge will be
replaced either this fall or spring of 1976,depending on available
supplies and work force.
STANLEY PARK:
The Town is proceeding with the budgeted and planned improvements
in Stanley Park in cooperation with the Estes Park Horse Show
and Rodeo Committee.
WEST RIVERSIDE PARK:
The Director of PUblic Works was instructed to proceed with the
house removal on the West Riverside Park.Removal of this structure
will be immediately,in the most effective and economical method.
PUBLIC RESTROOMS:
The Committee recommends the firm of DMJM-Phillips.Reister be
engaged to do the plans and specifications for the remodel of the
existing public restrooms and the construction of the new public
restrooms.
The Committee also recommends the new public restrooms be located
in the South property line of parking lot No.4 (American Legion
Lot)about 15 feet back from Moraine Avenue.This is also the
recommendation of Mr.Floyd Reister.This location is close to
utility lines and would allow a minimal amount of landscaping between
the building and the sidewalk.One or two benches may be located
in this landscaped area for persons waiting for others using this
facility.
TOURIST INFORMATION CENTER:
The Committee recommends the firm of DMJM-Phillips.Reister be
engaged to design the Tourist Information Center.The funding
of this portion of the project will be funded by the Town.
The Committee feels it is important the Town and the Chamber of
Commerce work together on this design phase to insure that the
designs of both the Town and Chamber of Commerce are accomplished.
Further consideration of funding methods by the Town will be after
firm cost estimates are received from the architect.
UPPER THOMPSON SANITATION DISTRICT:
The Upper Thompson Sanitation District needs to change the location
of their sewer line in the West end of the Tallant Addition.This
change is required because a water line lies in the path of the
original location.The Committee recommends approval of this right-
of—way change.
