HomeMy WebLinkAboutMINUTES Public Works Committee 1975-05-1500 00 RECORD OF PROCEEDINGS Public Works Committee ‘ZMay 15,1975 Committee:Chairman Dannels;Trustees Prosser and Petrocine Attending:Chairman Dannels;Trustees Prosser and Petrocine Also Attending:Town Administrator Hill and Director of Public Works Van Horn Absent:None WATER DEPARTMENT GARAGE AND SHOP: Board Members Hix and Hurd and Plant Manager Spradling of the Estes Park Sanitation District appeared before the Committee requesting consideration by the Town for a property exchange involving the Water Department garage and the Sanitation District garage. The Committee referred this request to the staff.Further discussion is planned for the next Committee meeting. GREENBELT: The Committee instructed the Town Administrator to proceed with preliminary negotiation for the eventual purchase of Greenbelt. CARPET CLEANING: As requested by the Committee,two bids were obtained for cleaning the public areas of the carpet in the Municipal Building (4,015 sq.ft..) Both bids were the same —$.08 per sq.ft.Because Service Master Cleaning of Fort Collins has cleaned the carpet previously,the Committee recommends they be used again.The estimated cost to clean 4,015 sq.ft.is $321.00.The Director of Public Works was instructed to have the carpet cleaned just as soon as the street oiling and Bond Park projects are complete. PUBLIC WORKS GARAGE: The Committee discussed at length the proposed new Public Works garag to be built on adjacent property to the new Light and Power building.Subject to the County finalizing the property transfer near the landfill,the Committee recommends the Public Works Director be authorized to call for bids on the new building.Three types of building will be bid;steele,block and prestressed concrete. Preliminary insurance rates indicate there may be a savings to the Town of about $20,000 over the life of the building (50 years), if block or concrete is used in place of metal.Other differences such as heat loss and maintenance costs will be reviewed by the Committee. 1975 STREET IMPROVEMENT PROGRAM: The Committee recommends the attached 1975 street improvements be offered for bid.The Director of Public Works indicated there are three oiling companies that will bid the projects.The esti mated cost of the program is slightly over $100,000. OQ 00 RECORD OF PROCEEDINGS Public Works Committee May 15,1975 Page Two (2) PUBLIC RESTROOMS: The Board of Trustees referred the bid received at the last Board meeting,in the amount of $53,989.27 by Gerald E.Palmer for the construction of a new public restroom,back to the Public Works Committee. The Committee recommends the above bid be rejected and that the project be re-bid this Fall. WEST RIVERSIDE PARK: Director of Public Works Van Horn presented a plan for the development of the West Riverside Park.The plan shows a small park with picnic tables and benches,a walk path,large rock bench,sod with a sprinkling system and six parking spaces. The estimated cost of this park development is $10,000. The Committee instructed the Director of Public Works to inves tigate the possibility of using wood plank walks as well as other material. The Committee recommends the Board of Trustees authorize the work. BOND PARK MONUMENT: The retired federal employees have requested permission to 1ace a memorial plack in the Northwest side of Bond Park.After considerable discussion,the Committee authorized the Director of Public Works to work with the retired federal employees,and approve the project. STREET NAME SIGNS: Spur Sign Shop has requested the Town purchase their street name signs from them at a cost of $8.40 each. The Street Department is now making their own signs at a cost of about $8.00 to $9.00 each.Sign making by the Town is ‘down time”work. The Committee recommends the Town continue to make its own street signs. EQUIPMENT: The Committee recommends the following pieces of equipment be authorized for purchase: 1)Combination steam cleaner and washer —estimated cost $946.00. 2)Welder attachment -applies hard surface to metals such as loader bucket,etc.-estimated cost $465.00. 00 Public Works Committee May 15,1975 Page Three (3) BILLBOARD SIGN: RECORD OF PROCEEDINGS 00 The Horse Show Committee requested permission and participation in the placement of a large billboard type sign at Stanley Park. After considerable discussion,the Committee recommends the sign not be constructed.The Committee indicated the construction and placement of a large sign of this type would not be in keeping with the Town’s decision to control signs. SIDEWALK CONSTRUCTION MATERIALS: The Committee discussed at length the appropriateness of various sidewalk construction materials and recommends to the Board of Trustees that the Municipal Code be amended as follows: 1)Sidewalks may be constructed of only concrete or masonry materials; 2)Sidewalk surfaces must have a roughness equivalent at least to a broomed cement finish,but not to exceed ¼inch in surface variation.
