HomeMy WebLinkAboutMINUTES Public Works Committee 1975-09-25CQ 00 RECORD OF PROCEEDINGS Public Works Committee v September 25,1975 Committee:Chairman Dannels;Trustees Petrocine and Prosser Attending:Chairman Dannels;Trustee Prosser Also Attending:Town Administrator Hill,Director of Public Works Van Horn and Administrative Assistant Middaugh Absent:Petrocine PUBLIC WORKS BUILDING PROPOSALS: Two proposals were submitted for the new Public Works Service Center.Attached is a list of included options and advantages and disadvantages of both proposals.Due to greater advantages and and lower cost,the Committee recommends the acceptance of the Burton Builders bid at a cost of $129,186.Acceptance of this bid rather than the Reid-Burton Construction bid will also allow the Town to equip the facility and still remain within the budgeted amount of $175,000.Confirmation of the bid will be discussed at the September 26 special meeting of the Board of Trustees in order to allow construction to commence as soon as possible. PERFORMANCE BOND -INFORMATION CENTER: The Committee discussed the problem one local contractor was having in obtaining a performance bond for the Information Center.It was decided that the reasons for requiring a performance bond were valid and,therefore,a bond should be required of all contractors who plan to submit a bid on the Information Center.Discussion of the Town’s efforts to aid local contractors in submitting bids followed. To date,no local bids have been received while a number of bids from out of Town contractors has been received. AUTHORIZATION FORM FOR MEETING ROOM USE: Due to damages incurred in one of the Municipal Building’s meeting rooms,the staff has proposed a new meeting room use system and form.The new form records pertinent data about persons requesting use of a room,and most important,the form assigns damage respon sibility to a specific group member.Use of the form will involve the issuance of a key,which will only open one of the outside doors, by the Police Department to one group member.The key must be signed in and signed out by the group,and while the one door is unlocked, a group member must be present at the entrance.The Committee recommends the adoption of the new form and room use system as well as the making of new keys designed to fit only certain doors.The new form is attached to these minutes. USE OF MUNICIPAL BUILDING ROOMS: The Committee discussed both the frequency of use and the amount of use of the Municipal Building facilities by organizations.Due to some damages and cleaning difficulties,the possibility of re viewing room usages more closely was also discussed.No action was recommended at this time.In order to allow better maintenance and upkeep of the Municipal Building,the Committee recommends that the building be closed periodically to organizations on weekends. RECORD OF PROCEEDINGS Public Works Committee September 25,1975 Page Two (2) RANGE REALTY REQUEST: Attached to these minutes is a letter from Range Realty received September 24,1975.The letter is a request to use three parking spaces in the municipal lot adjacent to their building for the purpose of storing construction materials to be used in the new Range Realty Building.The Committee recommends approval of the request. REPORTS: Public Works Director Bill Van Horn reported to the Committee that in order to make the sides of Morgan Street parallel,a portion of Town property will have to be vacated and a portion of Tom Killinen’s land deeded to the Town.All costs of the project will be to the owner of the property,Tom Killinen.The Committee in structed the staff to draw the proper ordinance for submission to the Town Board.Upon the approval of the ordinance,the land owned by Mr.Killinen will be deeded to the Town. Town Administrator Dale Hill reported to the Committee that on the advice of the Town Attorney,the Steiner matter regarding sidewalk obstructions will be settled in District Court.By going directly to District Court,the Town will save time and expense of lower court appearances and appeals. Public Works Director Van Horn reported to the Committee on the street numbering project.Some problems have been encountered with street names and poorly numbered areas.The staff will have recommendations on these problems for the next Committee meeting. The end product of the street numbering project will be an official map with numbers assigned by the Town rather than the Telephone Company. DISADVANTAGES: a.Costof insurance —approximately $400/year or $12,000 for 30 years. h.Metal shell can be dented or torn. MASONRY BUILDING w/o STONE FACIA WITH CONCRETE ROOF —REID-BURTON CONST. COST:$172,741 without sealing and painting $174,230 with painting (Reid—burt continued) ADVANTAGES: a -i--1 a.Insurance,(approximately $400.00 per year or $12,000 over 30 years) b.Durability c.Interior masonry wall DISADVANTAGES: a.Exterior requires periodic maintenance 5.Roof requires maintenance c.Wall U factor of 0.16 S UMM ARY. There is $175,000 budgeted for the building.Out of this amount items such as automatic gas pumps,paving,fencing,gas tanks,hydraulic lifts,tire changing equipment,etc.,were planned on being purchased. If the metal building bid of $129,186 is accepted,the building accessories will be possible.The concrete building accessories would have to be budgeted out of next years budget.The Light and Power metal building has proved satisfactory for this type of use and I feel that the concrete building may be more building than is necessary.It is my recommendation therefore,that the metal building proposal from Burton Builders be accepted. In the construction process it would be most desirable to have a location close by for con struction materials;therefore,I request from the city the use of possibly three parking spaces to be used for this purpose.Construction is to start on October 5,and be completed not later than January 1,1976. I would certainly appreciate any consideration you might be able to give to us,and your blessings on our project.It is felt that the finished building will be truly an asset,not only as a personal venture,but also for the entire core area of the village.
