The Water Committee read and discussed the proposal for engineering services
from Phillips,Carter and Osborn,Inc.,dated June 3,1964.This proposal
contains provisions for an engineering fee in the amount of $9,900.00,
assuming the work will be completed prior to November 1,1964.The items
of work listed in this proposal contemplate that the field surveying for
site locating,pipeline alignment,rights-cf-way,and construction would
be accomplished by Mr.Van Horn.The items in this proposal further
contemplate that the engineering services would be complete to the point
that actual construction on the project could start.This proposal does
not include any allowances for soil investigation or testing,nor does it
seem likely that any would be required.A copy of this agreement is attached
and made a part of these minutes.The Water Committee recommends to the
Board of Trustees this proposal be accepted.
Mr.Don Shepherd,Valhalla Cottages,wrote a letter to the Water Board
in regard to the proposed water rate increases.The Committee instructed
the Clerk to answer the letter and thank Mr.Shepherd for his suggestions.
Trustee Carl Swanson reported on an informal meeting he held with Mr.
Crabtree and Mr.Caidwell of Phillips,Carter and Osborn in regard to
adding flouride to the Town’s water system.Cost estimates for providing
the necessary machinery to add flouride to the water system are from
$14,000.00 to $16,000.00.The Water Committee made no recommendation.
Superintendent McCracken requested permission to install test metering
at a hotel,motel,and a restaurant.The Water Committee recommends the
department be authorized to have test metering installed in the Stanley
Hotel,a large motel,and a large restaurant.
The Water Committee discussed time limits in regard to water taps and
also readiness to serve charges for customers not using their water
service for a period of time.The Committee recommends these problems
be referred to C.H.Hoper and Associates during the coming rate study.
After considerable discussion,the Water Committee recommends the depart
ment be authorized to replace 2,577 feet of 4”water main running from
the Stanley Hotel service tank to near the V.L.McCracken residence
on Big Horn Drive.
The Water Committee recommends the Town ask for bids on a new ½ton
pickup to replace the 1960 pickup now being used by Superintendent McCracken.
There being no further business,the meeting adouried.

Gentlemen:
On May 7,1964,Mr.R.C.Crabtree and Mr.W.B.Coiwell
of this firm met -the Town of Estes Tark Water Committee to review
the report of Phlllip.-Darer-Osborn,InC.,dated May 7,1964,concerning
the recommended improvements to the Town’s water works facilities.
At this meeting the Committee instructed Phillips-Carter-Osborn,
Inc.,to proceed with all haste on the various agreed upon items of worx
and it was agreed that .PhillLs—Carter-Osborn,Inc.would resent to the
Committee a ?roposal for the engineering fee on the proposed work.
The items of work listed in this 1ro:osal contemplates that the
field surveying for site locating,pipeline alignment,rights-of-way,and
construction would be accomplished by Mr.Van Horn,and that Phillips
a:er-)Dborn,Inc.in turn would utilize this information for the prepar
ation of our designs and drawing preparation.The items in this proposal
further contemplates that the engineering services would be coip1ete to
the point that actual construction on the project could start.This proposal
does not include any allowances for soil investigation or testing,nor does
it seem likely that any would be required.
The several items of work v’ik the engineering services that we

1.Fall River Treatment Plant Revisions
a,Design for new filter influent valves with hydraulic operators
and the electrical design for control of the valves.
b.Installation drawings for the above.
c.Preparation of specifications for the purchase of the necessary
equipment.
d.Field inspection and advice on the insta11atic:.
2.Fall River Pipeline Txtention to Hwy.34
a.Design of the pipeline in conformance with the latest alignment
of the pro)osed state highway.
b.Revision of the existing drawing to conform with the above.
c,Design of special valving at Chiqulta Lane.
d.Specifications for materials and construction.

Preparation of the site grading and reservoir foundation
drawings and specifications for construction.
d.?reparation of design and specifications of the material and
construction for the connecting reservoir lioline,valves,
and controls.
In connection with the foregoing we wi!1 submit plans and speciIications
to the State Department of Health for its review.
As per your instructions,the pipeline construction for Items 2,3,
4,and 5 would be included in one set of 3pccification’i and Contract Documents
with separate schedules of work for each individual pipeline.The steel
storage reservoir and the prepara4on of the foundation for reservoir
would each have a separate set of Specifications and Contract Documents.
For the eniineering services in connection with the enumerated 5 items,we
prooose the fee of $9,900 and assume that our work would be completed
-rior to November 1,1964,depending on when the necessary field erveys
are made available to us.
3ince it is not possible at this time to determine the length of the
construction period for the various items nor to the extent that they would
overlap,we suggest that both the field inspection and any surveying by our
firm for the work,be done on a day to day basis,as required,at an amount
agreed to prior to construction.
As you are aware,the materials requiTed for Item number 1 are on
order,discu9sions have been initiated with the Colorado ‘tate Departnent
of Wghways in relation to Item number 2,and a field trip with Mr.Van Horn
has established the requirements for the purchasing of land for the steel
storage reservoir.
It is suggested that payment of the engineeriug fee be made on a monthly
basis in an amount commensurate v’itL.the value of the engineering performed
during the month.If you so desire,we are prepared to submit for your approval
a draft of a formal contract on the basis oî this proposal,however the accctance
of this letter proposal by the Town would satisfy our requirements.
