HomeMy WebLinkAboutMINUTES Water Committee 1965-12-07flfl RECORD OF PROCEEDINGS Water Committee Meeting December 7,1965 Committee:Chairman Dannels;Trustees Swanson and Martin Attending:Chairman Dannels;Trustees Swanson and Martin Also Attending:Superintendent McCracken and Town Clerk Hill and Mayor Graves The Committee reviewed the Accounts Receivable as of this date ($4,472.60). The Clerk read a letter addressed to the Water Board from Mr.Lew D.&Lucille L. Williams asking how long it would be before the Town could serve their pro perty with water.The Committee instructed the Clerk to answer the letter and tell Mr.Williams that the Town does not at this time know the answer to his question.When current engineering studies are finished,the Committee will be able to make the decision necessary to answer Mr.Williams’letter. Mrs.James C.Clinton,Stanley Addition “A”,Lot 42,submitted a request for domestic water to serve one unit.The Committee rejected this request. The Water Committee reviewed at length the report of Phillips-Carter-Osborn, Inc.,dated December 3,1965,on the Glacier Creek facilities.After con siderable discussion,the Committee decided to recommend to the Board of Trustees that a 1.00 mgd (1.6 cfs)pumping station be installed at the Glacier Creek headworks prior to the summer of 1966.The estimated construction cost of this project is $3,500.00.The energy cost for operating this pumping station is estimated at $30.08 per day. The Clerk reported on a conference held with Mr.Hoper of C.H.Hoper and Associates on December 6,1965.This conference was held to discuss annual minimum water charges sometimes referred to as readiness-to-serve charges. Raw Land.1.Mr.Hoper recommended that the Town of Estes Park not charge an annual minimum on water connects made within subdivisions where there are no improvements. 2.Mr.Hoper recommended that the Town establish time limits on prepaid connects as follows: a.Existing taps --20 years. 5.Future taps --10 years. Improved Land.Mr.Hoper suggested an annual minimum be charged on improved land.An equitable charge on improved land must be in relation to the cost of demand (45Q.The annual base rates average about 42.5.To simplify the administration of this charge,the annual base rates are recommended for adoption as annual minimums.They are as follows: Urban Rural Residential $14.40 $25.20 Commercial 18.00 31.50 The above annual minimum rates shall apply to all customers that are connected to the Town water system.If a customer wishes to disconnect from the system,then the annual minimum would not be charged.When this customer decides to reconnect to the Town system,he shall do so at the then existing rates and regulations.
