HomeMy WebLinkAboutMINUTES Water Committee 1966-08-0300 00 RECORD OF PROCEEDINGS Water Committee Meeting August 3,1966 Committee:Chairman Dannels;Trustees Swanson and Grove Attending:Chairman Dannels;Trustees Swanson and Grove Also Attending:Superintendent McCracken,Town Clerk Hill Absent:None The Committee studied the report from Phillips,Carter &Reister dated August 2,1966.A copy of this report is attached to and made a part of the minutes.After considerable discussion,the Committee recommends the following items be included in the Subdivision Ordinance: 1.1½total acre feet of water or its equivalent per acre of annexed land will be furnished to the Town of Estes Park by the persons requesting the annexation. 2.4O,or .60 acre feet of the water shall be available to the Town of Estes Park during the months of May,June, July and August. 3.The maximum day is considered to be l4O,of the average day of the maximum month (i.e.)1.40 x 54,000 75,500 g.p.d.A.= .232 A.F./A/d. The Committee recommends to the Board of Trustees that they be given the authority to investigate the feasibility of the Town having a comprehensive analysis made of the distribution system and the source of supply pipelines, with emphasis on a program of future expansions.A planning study such as this could be financed through an interest-free loan obtained from the Housing and Homes Finance Agency.The loan or proportionate amount would be repaid as the recommended facilities are constructed.There are other government agencies administering grant programs for public works. Superintendent McCracken reported Michael Marden of the Rimrock Corporation will provide a right-of-way to the Town for the proposed water line connec tion at the agreed-upon price of $175.00. The Water Committee recommends that the Town furnish 700 feet of 2”pipe for the purpose of the High Drive Heights Association lowering the present 1” summer water line.Superintendent McCracken estimates the cost of this project to be $500.00. The Water Committee instructed the Superintendent to maintain the 7,850-ft. elevation as a Blue line in Charles Heights Subdivision. Superintendent McCracken reported Town Engineer Paul Van Horn is in the pro cess of checking the elevation of the Glacier Creek storage tank. There being no further business,the meeting was adjourned. A P P R 0 V F f5 Dale G.Hill,Town Clerk UG 81866 UFr D lILSTEES 00 PHILLIPS CARTER REISTER AND ASSOCIATES ORLEYO.PFULLIPS ENGINEERS•ARCHITECTS •PLANNERS.CONSULTANTS E.H.CARTER 831-14TH STREET •DENVER •PHONE 266-2481 FLOYD U.REISTER DONALD S.RAND JR.August 2,1966 JAMES D.MCG!LLIS Town of Estes Park P.0.Box 1200 Estes Park,Colorado 80517 Attention:Mr.Dale G.Hill Town Clerk Dear Dale: The question that you have submitted to us as to the amount of water a subdivision should furnish the Town of Estes Park is not as easy to answer as it might seem.If the plans of the proposed development were examined we feel that a more reasonable answer could be arrived at,that is,the con templated size of the lots,the proposed areas that would be in grass and subject to sprinkler irrigation,the size and extent of the proposed motels or hotels,and a reasonable assumption as to the extent of occupation on a year- round basis.Since this type of information is not available to us or to your self,we believe that the type of approach that you have presented is reasonable and that such an approach would then place the proposed additional acreage on a comparable basis to the areas that you now serve.The Town has established a pattern of water use peculiar to themselves in that the occupancy of the dwellings is seasonal,there is a tremendous influx of non-resident population for a very short period and that the water use during the non-summer months is extremely high because of the practice of bleeding to prevent freeze ups.With these con siderations in mind and on this basis we present the following computations for your consideration. (2)The max.day is considered to be 140%of the average day of the max.month fi.e.)1.40 x 54,000 75,500 g.p.d.p.A. -.232 A.F./A/d 00 PHILLIPS CARIER REISTER AND ASSOCIATES Page 2 In summary of the foregoing,we suggest that 1.5 Af of water supply per year be furnished to the Town for each acre of land area annexed to the Town.We further suggest that of this total amount,.60 acre foot per acre annexed be made available during the 4 month period,May,June,July and August,and that a rate of supply of .25 acre foot per acre be made available for a maximum day or few days. Hopefully,the above information will establish some guide line for the Town in their negotiation for additional water and should the Town care to pursue in more detail this type of study when more precise information is available on the proposed annexation we would be most happy to work with you on such a study.
