Water Committee Meeting
April 3,1967

Mr.D.R.Pulliam and Mr.Fred Steffens appeared before the Committee.Mr.
Pulliam has l7 acres of ground west of Stanley Heights Addition A.Mr.
Steffens,representing Mr.Bartholomew and Mr.Bass,has 50 acres of ground
in this same area.Mr.Pulliam was given permission to install 10 taps
on his parcel of ground on March 15,1966.Mr.Pulliam and Mr.Steffens
request that the 10 taps now be divided 5 for each of the parcels of ground.
In accordance with the above request,the Water Committee recommends that
Mr.D.R.Pulliam’s application for 5 taps on the above mentioned parcel
of ground be approved.The Water Committee also recommends that the
application from Mr.Barthlolomew and Mr.Bass for 5 taps for their parcel
of ground be approved.
Glen W.Pierce,Lot 6,Block 6,High Drive Heights,application to serve
one residence.Application approved.
Charles R.Morgan,Lot 11,Division 7 and Lot 8,Division 8,High Drive
Heights,application for a one year extension.Application approved.
Everett J.Ritchie,two stall car wash on Spur 66 next to the Sinclair
Station.Application approved.
Walter P.Ebner,Park Entrance Estates,26 residential units.Tabled for
further study.
Mr.C.H.Hoper of C.H.Hoper and Associates,Denver,rate engineers,has
submitted recommended fees to be charged by the Water Department.The
Water Committee recommends the following fees become effective when approved
by the Board of Trustees:
1.Fee:The tap fee shall be charged at the actual cost.The cost
of a 5/8”tap is now about $15.00.The cost of a water meter and pit
is about $75.00.
2.Water Rights Fee:Before any land outside the corporate limits of the
Town of Estes Park is to be served by the Water Department,there shall
be paid to the Town of Estes Park a fee equal to $234.37 per acre of
land to be served.The Water Committee shall determine the area of
the land to be served.In lieu of the above mentioned fee,the Town
of Estes Park may accept water rights that will yield annually to the
Town,in the judgment of the Board of Trustees,1.5 acre feet of water
per acre of land being served.The minimum water rights fee shall be
$117.18.
3.Water Plant Development Fee:To be charged to all customers.
5/8”or 3/4”connect $235.00 —per unit.
1”connect 350.00 -per unit.
2”connect 1,050.00 -per unit.
4”connect 3,500.00 -per unit.
6”connect 7,000.00 -per unit.
The Water Committee discussed the W.W.Wheeler letter dated March 6,1967.
The Water Committee will discuss this letter in detail at its next committee
meeting.
