A letter dated October 11,1968 from Mr A.M.Rankin representing
Bellevue and Olympus Heights was read to the Committee.Mr.Rankin
wanted to know if Mr.Paul Van Horn would be considered qualified to
make a water engineering study of their area.The Water Committee
instructed the Clerk to write Mr.Rankin and inform him that Mr.Van
Horn would be qualified as far as the Town of Estes Park is concerned.
A water application to serve seven single family residences in an area
known as Prospect Park,Lots 15,16,18,19,32,37 and 38 was submitted
by the Clerk on behalf of the Franklin Land Company.
The Water Superintendent informed the Committee the Town’s consulting
engineers,Phillips,Carter,Reister and Associates,have determined
the present distribution main serving this development is inadequate
to supply the water demands of the existing homes and certainly cannot
supply any new homes in addition to the present ones.
The Town’s attorney gave a legal opinion that the Town is not obligated
under the provisions of an agreement between the Town of Estes Park and
Pieter and Eleanor Hondius,dated January 22,1951,to furnish water to
any premises which the Town has determined cannot be adequately served
by gravity.
Water Superintendent McCracken stated it may cost as much as $10,000.00
or $15,000.00 in order to enlarge this distribution system as needed.
After considerable discussion the Water Committee recommends to the Board
of Trustees of the Town of Estes Park that the above mentioned water app
lication be tabled until some time after the comprehensive water study
now being engineered by Phillips,Carter,Reister and Associates,is com
pleted and the problems involed in funding the various projects is re
solved.
There being no further business,the meeting adjourned.

Re:Prospect Park Water Supply
Gentlemen:
We flave analyzed the estimated water demands ci the Prospect Park
and Honaius i-ie:ghts suDdivision which presently nas 15 nouses,with 7 new homes
contemplatea and a future potent;al ot about 10 more,making a total of appro
ximately 32 homes.We understand tuat the elevation of tins development goes
up to elev.7850.
It is our opinion that the present Z distribution main serving this
development is inadequate to supply by gravity tie peak water demands or the
existing homes,and certainly cannot supply by gravity any new nomes in addition
to the present ones.
In order to supply water to tins area at adequate pressure (35 psi,
minimum)during the peak demand periods ot the summer,a main at least 411
in diameter would be required.This would provide domestic service,but
would not be considered adequate for fire protection under the guidelines
established by the insurance underwriters.

Dear Mr.Hill:
I a writing in reply to your request for my opinion
as to whether or not the Town of Estes Park is required to
furnish water to any premises,under the provisions of that
certain agreement between the Town of Estes Park and Pieter
Hondius and Eleanor Hondius dated January 22,1951,when the
Town determines that adequate service by gravity cannot be
made to the premises.
You are advised that it is my opinion that the Town is
not obligated under the provisions of said agreement to
furnish water to any premises which the Town has determined
cannot be adequately served by gr,vity.
