Mr.Shanks and Mr.Smith appeared before the Committee to discuss the
water extension contract between the Town and Lone Pine Acres.The
Committee recommends to the Board of Trustees that the Town enter into
the standard water extension agreement as requested by the owners of
Lone Pine Acres.
The following fees are suggested to be included in the above
mentioned agreement:

The total cost of the water distribution system in Lone Pine Acres was
$42,168.22.
The owners of the Elkhorn Lodge appeared before the Committee and re
quested the Town install a water main of sufficient size to adequately
provide fire protection to their property.Water Superintendent McCracken
reported this will require the installation of a new six inch water main.
Superintendent McCracken estimated 1200 feet of six inch main will cost
about $4,800.00.The Committee will study this request for the 1969-70
budget.Superintendent McCracken requested to check with the Water
Engineers as to their suggested design of this line.
Water Applications:
Wayne f.O’Kelly request to serve a single family residence
in the Parton Subdivision.Approved.
Win.C.and Donald D.Bender request to serve a 30 unit motel and
10 single family units at 2410 Fall River Road.The Committee
tabled this application for additional information.The Committee
will need a plat showing the water system design.
The Committee recommends to the Board of Trustees of the Town of Estes
Park that the proposal for engineering service from Phillips -Carter -
Reister and Associates dated April 14,1969 be accepted.This proposal
is attached to and made a part of these proceedings.

The Committee recommends to the Board of Trustees of the Town of Estes
Park that the Town approve the formation of a subdistrict to the Northern
Colorado Water Conservancy District as suggested by the Six City Water
Committee.The proper resolution will be presented for the consideration
of the Board of Trustees at the next regular meeting of the Board.
There being no further business,the meeting adjourned.

Re:Proposal for Engineering
Services
Dear Mr.flannels:
In response to your request of April 7,1969 we submit herewith
our proposal for performing the engineering services for the design
and preparation of construction plans,specifications and contract
documents for three specific components of the water system improve
ment program that is delineated in a report titled “A Plan for Growth
of the Estes Park Water System.The above named report constitutes
the preliminary phase of engineering and the following proposal specifically
recognizes that this phase of the engineering has been completed.The
engineering services herein proposed will follow the concept and criteria
established by the “Report”.
This proposal is for three separate components of design in the
presently envisioned “Project”and the three separate components are:
1.The Glacier Creek Water Treatment Plant Phase I.(3 mgd
capacity).
2.An 18-inch treated water supply pipeline from the Glacier
Creek Treatment Plant to a connection in Crags Drive.
3.Black Canyon filter Plant (0.5 mgd capacity).
We herewith offer to perform complete engineering and architectural
services in connection with this Project,consisting of design,preparation
of construction plans and specifications and contract documents.The
specific services which we offer to perform are explained in more detail
as follows:

1.Detailed field surveys of the plant sites as required for
definitive design.
2.Detailed field surveys for the definitive design of the
pipeline,consisting of alignment and profile surveys,
and establishing reference points of the alignment for
the eventual construction.
3.Test borings and soil analysis for design of the structures and
sub-surface exploration to determine the physical quality
of the excavation materials to be encountered along the
route of the pipeline.
4.Preparation of the final design,preparation of the construction
drawings,and the preparation of the specifications and
contract documents for bidding purposes.
5.The drawings,specifications and contract documents for
the Glacier Creek Treatment Plant and the Glacier Creek
Pipeline would be included in one volume but with separate
bidding schedules for the pipeline and plant.Specifications
and contract documents for the Black Canyon Filter Plant
would be a separate volume.The plans will be reduced to
one half size and bound with the specifications.Sufficient
copies of the specifications and reduced drawings will be
furnished for the Town’s use,for bidding purposes and for
construction purposes.Ten full size prints of all drawings
will be furnished in addition to the reduced drawings.The
final drawings will be prepared on cloth in pencil and the
plan and profile drawings for the pipeline will be prepared on
an acetate medium with aerial photogrammetric background.
6.Obtain the approval of the Colorado State Department of
Health or other entities or authorities having jurisdiction.
7.Preparation of an estimate of cost based on final plans and
specifications.
During the preparation of the drawings and specifications we will
consult frequently with the Town officials to ensure that the final plans
and specifications represent the requirements of all parties concerned and that
there is mutual agreement concerning all phases of the Project.

We are in a position to commence work on the Project by
May 1 and we will complete plans and specifications in their entirety
on or before Sept.1,1969.We offer to perform the above described
services for a lump sum fee of $38,000.00.Should the Black Canyon
Treatment Plant component of the Project be deleted the lump sum
fee would be $35,000.00.
The scope and extent of additional engineering services required
for the ultimate completion of the project are not defined in sufficient
detail to establish a fee and such services are specifically excluded from
the above proposal.These specific exclusions are:
a.Right-of-way and boundary surveys.
b.Detailed and general engineering supervision of construction.
c.field surveys during construction.
d.Checking of manufacturer’s shop drawings.
e.Administration of the construction (paper work).
At such time that the scope of these various features are known
it is suggested that a separate proposal be submitted to accomplish the
required services.
We appreciate the opportunity to continue work with the Town of
Estes Park and your acknowledgment of this proposal will be sufficient
authority for us to proceed and to enter into a formal agreement.
