Water Committee Meeting

Mr.Michael Marden appeared before the Committee in regard to water
service in Prospect Park.The attached letter was submitted to the
Committee.The Committee informed Mr.Marden the standard water ex
tension policy would apply to this area and the Committee did not see
how the existing water rights fees or plant development fees could be
waived.
The Committee discussed the proposed water works improvement program.
There being no further business,the meeting adjourned.

Re:PROSPECT PARK WATER SERVICE
Gentlemen:
At this date,there are 19 Lots in Prospect Park which,as far
as we know,have not obtained water taps.
In the portion of Prospect Park formerly known as HONDIUS H3IGHTS
there are 16 lots without water taps,and in the portion formerly known as
part of Summer Villa there are three lots without water taps.
The owners of at least some of these lots will be ready to build
on them within the next few months.Lot 33 is scheduled to start construction
within thirty days from now.
It is therefore of grave importance to enable water to be delivered
to these sites at the earliest possible time.
We have been in a series of conferences with Mr.Field and with Mr.
Pieter Hondius.Various procedures have been suggested by them,mostly point
ing to a responsibility they feel the Town has to supply water -at least to
the lots in the portion of Prospect Park formerly known as Hondius Heights.
We now have countered with a proposal to Mr.Field which he has
approved and directed us to present to you for your consideration.
Mr.Field will put up the money (estimated at $10,000 -$15,000)
for the installation of the new main recommended by the Town engineers,pro
vided the Town will then forego the Water Rights fee of $234.37 per acre and
the Water Development Fee of $235.00 per unit normally chargeable to out-of-
city water connects,as the affected lots require water service.
This will enable Mr.Field to make at least a partial recovery of
his captal outlay over a period of time.It would be contemplated that the
lot owners would pay him an amount approximately equivalent to the fees the
Thwn normally collects.The lot owner would still pay to the Town the Water
Tap Fee of approximately $90.00 for material and meter.
We respectfully request your favorable consideration of this
proposal.It appeals to me as perhaps the most equitable solution to a -
real difficult problem which seems to get more complicated all the time.
