Dale G.Hill,Town Administrator SEP 1989 J COMMENTS ON WHOLESALE WATER DISTRIBUTORS 1.Satellite special-purpose districts or organizations are contrary to good community planning where annexation of the area in question by the core city can accomplish the same end result. 2.The Colorado State Department of Public Health would require the creation of a specific organization which would be charged with the responsibility for ownership and operation of the distribution system. This could be: a.A water district,a quasi-municipal entity, created under the jurisdiction of the district court,by an election and governed by an elected board. b.A private corporation or a sole proprietorship. In either case the rate structure and operation would come under the jurisdic tion of the Colorado Public Utilities Commission. c.A mutual company,an open door to chaos since no one would be responsible for anything.
