Water Committee Meeting

OLYMPUS HEIGHTS WATER APPLICATION:
Dr.Elwood Shining appeared before the Committee representing the pro
perty owners in Olympus Heights.The property owners in Olympus Heights
have found the original estimate of $38,000.00 in excess of their fin
ancial capability.Dr.Shirling requested permission to form some type
of a district and purchase water wholesale from the Town of Estes Park
and distribute it to the property owners in this area.Attached to and
made a part of these proceedings are the recommendations of the Town’s
consulting engineers concerning the above request.The Committee de
cided to take this request under advisement and will make a recommenda
tion at a later date.
RURAL WATER APPLICATIONS:
Milton H.Thompson,Devils Gulch -Application to serve one
residence.This application approved providing the property
owner extend the present 4”main on Devils Gulch Road to his
property line and from this point run his service line.
V.L.Mattson,Lot 29,Stanley Heights,Addition A -Applica
tion to serve one residential unit.The Committee approved
this application.
MRS.MAY SNEDDEN REQUEST:
The Committee discussed the letter,dated August 10,1969,from Mrs.
Snedden.Mrs.Snedden is to be advised of the responsibility of the
property owners on this line to rebuild at proper depth and proper
size.It is the Committee’s opinion when this is accomplished the
water service improve in this area.Mrs.Snedden’s elevation
above the blue line will prevent completely satisfactory service.
There being no further business,the meeting adjourned.

COMMENTS ON WHOLESALE WATER DISTRIBUTORS
1.Satellite special-purpose districts or organizations are contrary to
good community planning where annexation of the area in question by
the core city can accomplish the same end result.
2.The Colorado State Department of Public Health would require the
creation of a specific organization which would be charged with the
responsibility for ownership and operation of the distribution system.
This could be:
a.A water district,a quasi-municipal entity,created under the
jurisdiction of the district court,by an election and governed
by an elected board.
b.A private corporation or a sole proprietorship.In either case
the rate structure and operation would come under the jurisdic
tion of the Colorado Public Utilities Commission.
c.A mutual company,an open door to chaos since no one would
be responsible for anything.

TYPICAL STIPULATIONS FOR WATER DISTRIBUTORS CONTRACT
1.No co-mingling of water is permitted.The supplier shall be the only
source of water to the distributor’s system;no water from any other
source shall be mixed with the supplier’s water.
2.Distributor shall be fully responsible for all operation and maintenance of
the distributor’s distribution system.
3.Distributor shall be fully responsible for meter reading and billing of all
customers.
4.Supplier makes no guarantee as to pressure at the point of distributor’s
connection.Distributor is soley responsible for providing adequate pressure
at all points in distributor’s distribution system.
5.Supplier guarantees only to furnish potable water in an amount agreed upon
and at a maximum rate-of-flow agreed upon.Supplier makes no guarantee
regarding physical or chemical characteristics of the water.
6.Distributor’s distribution system and any future extensions thereto must
meet the minimum standards specified by the supplier.Such minimum
standards would include,but would not be limited to,the following:
a.All mains must be in easements or a public right-of-way.
b.Pipe,fittings,valves,and hydrants must conform to specifications
set forth by the supplier.
c.Pipe sizes must be adequate to provide sufficient pressure at the
customer’s connection.
