RURAL WATER APPLICATIONS:
Judge John C.Burke:One rural residence on Fall River located
south of The Homestead property.The Com
mittee recommends rejection of the applica
tion due to an elevation above the Blue Line
as certified by the Water Superintendent.
Rock Ridge Development:Two rural residences located in Tract A,part
of Block 7 and Block 12,Ferguson Subdivision,
a portion of the NW of the SE¼of Section 35,
T5N,R73W of the 6th P.M.The Committee re
commends tabling until a right-of-way and deed
to the four inch line extension serving eight
parcels of land in Ferguson Subdivision is
delivered to the Town of Estes Park.The legal
document is to be drawn by the Town Attorney at
the expense of the developers from a legal
description prepared by a registered land
surveyor.The Committee also wishes to know
if the developers still want an extension
contract.
HALL &ASSOCIATES REQUEST:
A request by Hall &Associates to relinquish all rights to a four inch
summer water line and cement storage tank located on the west side of
the Little Prospect Mountain saddle was referred to the Town Attorney
for an opinion.The Town Attorney advises that the Town can release an
easement or right-of-way only by an election of the people.
RALPH BRIGGS REQUEST:
Mr.Briggs submitted a letter requesting that something be done about
his water situation on Devils Gulch.The Committee recommends tabling
for additional information from the Water Superintendent regarding water
service to more than one single family residence.
BOND ISSUE INVESTMENT:
Town Administrator Hill advised the Committee that all proceeds from the
sale of bonds have been invested to coincide with the construction schedule.
WATER METER BILLING:
The Committee instructed Business Office Manager Duncan to notify customers
whose water meters are unpaid that balances will be certified to the
Larimer County Treasurer for collection if not paid by September 1,1971.

ANNEX TO NCWCD AND MUNICIPAL SUBDISTRICT:
Town Attorney Hartwell is working with NCWCD Attorney Sayer in preparing
petitions to be signed by those Water Department customers living outside
the corporate limits of Estes Park.These petitions will be circulated
in the immediate future.All water customers of the Town of Estes Park
must be included in both the NCWCD and the Municipal Subdistrict.
HIGH PINES SUBDIVISION:
Joel Bacon and Rev,and Mrs.Paul Merkle appeared before the Committee
for clarification of the proposed four inch water extension and to discuss
the related problems.Mr.Bacon advised the Committee of an error in the
location of the road on the High Pines plat which will affect the location
of the proposed water extension.The Town Attorney will review the re
quirements for the necessary right-of-way.The Committee recommends to
the Board of Trustees that the agreement,as stated in prior Water Committee
minutes,be followed.
There being no further business,the meeting adjourned.
