Informal discussion among Trustees concerning agenda items or other Town matters may occur before this meeting at approximately 5:30 p.m. AGENDA TOWN BOARD STUDY SESSION VIRTUAL Page 1       Page 2 Public Works Department Report To: Honorable Mayor Koenig Board of Trustees Through: Town Administrator Machalek From: Brian Berg, Parks Supervisor Greg Muhonen, Public Works Director Date: January 25, 2022 RE: Parks Master Plan Purpose of Study Session Item: The Town Board has requested information on the possibility of developing a Parks Master Plan to help guide the Parks Division in future planning of new parks, acquiring new open spaces, and revamping aging parks while maintaining the high level of current landscape and flowers around town. The master plan should help to determine what growth will be needed for the division in staffing, equipment, vehicles, facilities and yard storage space. The Town Board has also requested information on the Bond Park Master Plan: what phases have been completed, and the need/funding for the phases that have not been completed. Town Board Direction Requested: If the Board desires to move forward with the Master Plan or continue with the Bond Park Master Plan, funding will be needed and a time frame should be determined. Staff can then identify if the items should be brought during the regular budget process or brought to the Town Board as a budget adjustment. Present Situation: Parks Master Plan- The Parks Division does not currently have a Parks Master Plan and has no funding allocated for one in the 2022 budget. Historically, the addition of landscaped public spaces has occurred on an individual project basis without any overarching guiding vision or direction. Over the past 10 years there have been multiple new Town developments with their associated landscapes that have required the Parks Division to maintain them to their high standards: the Fairgrounds Event Center, the Pavilion, the parking garage, Women’s Monument, Sensory Garden, acquisition of Mrs. Walsh’s Garden, Hwy 34 roundabout and the Thumb Open Space. There are also many future developments planned that will have new landscapes added to the work load of the Page 3 Parks Division: the Loop project, 2 new roundabouts at Community Drive and Hwy 36, and the Big Thompson recreational Area. Bond Park Master Plan- The Parks Division 2022 budget does not have allocated funds for any Bond Master Plan improvements. Over the past five years, requests were made for construction of a concrete walking path through Bond Park (Phase VI) for the mobile stage trailer and wind anchors, but the path was determined not to be funded at those times. Proposal: Parks Master Plan- With direction from the Town Board, staff would plan to bring funding requests to the Board for a Parks Master Plan either during the 2023 budget process or as a budget amendment in 2022. This plan would include recommendation regarding neighborhood pocket parks and other key elements identified in Attachment 2. Bond Master Plan- With direction from the Town Board, staff would plan to bring funding requests to the Board for the identified phase upgrades to Bond Park either during the 2023 budget process or as a budget amendment in 2022. Another option would be to do nothing and discontinue the Bond Master Plan. Advantages: Parks Master Plan- • Give the Parks Division a road map for future planning, acquisitions, existing park improvements and new park land improvements. • Identify areas of growth needed to staffing, equipment, vehicles, facilities and yard storage. Bond Park Master Plan- • Potentially increase the durability and usefulness of Bond Park. • Bond Park is the focal point of downtown and is the most used of all the Town’s parks, it is important to make needed enhancements for the good of the community. Disadvantages: Parks Master Plan- • Cost of hiring a consultant to develop the Parks Master Plan. • The master plan will require a considerable amount of time from the Park Supervisor and Park staff to hire a consultant and work with them throughout the process. Page 4 Bond Park Master Plan- • Costs of any improvements. • Areas under construction will not be usable during that time so it would be important to time construction so as not to effect the busy season or any planned events. This can be broken down further for our needs: downtown pocket parks and landscape beds, Riverwalk, Safe Routes to School trails, multimodal trails, Town-maintained sidewalks, Town-owned buildings and their associated landscapes, conservation easements, open spaces not under conservation easements, Town-owned vacant lands, and right-of-way ownerships. 5.Master Plan Takes in all the above information and details the plan forward using maps, design information, and community and staff input. 6.Implementation Plan, Phasing and Cost Estimates Moving forward with the plan, with a road map on how to achieve the goals identified. This will be the most important piece to help the Parks Division in budgeting, possible land acquisition, staffing needs and allocation, equipment needs, facility needs, and yard space.
