RURAL WATER APPLICATIONS:
Robert A.McFarland:One year extension for one rural residence
located on Tract 6,Prospect Valley.The
Committee recommends approval.
TRANSFER OF WATER TAPS:
The Municipal Code does not contain any provision allowing the transfer
of a water tap from one property to another.The Water Committee
recommends to the Board of Trustees that this transfer of taps not be
allowed.
DEVILS GULCH WATERLINE STUDY:
Superintendent McCracken presented a report from Engineer Van Horn
indicating a total demand of 620 fixture units,or 126 gallons per minute
at an assumed average elevation of 7,830 feet using twenty fixture units
per dwelling.The Committee recommends that the attachment from Engineer
Van Horn be made a part of these proceedings.
DELINQUENT WATER ACCOUNTS:
Business Office Manager Duncan presented a list of delinquent water accounts.
The Committee recommends mailing a letter to each delinquent user advis
ing that Water Code procedures will be followed.All accounts become delin
quent thirty days after billing.Delinquent urban accounts shall be certified
to Larimer County Treasurer after newspaper publication and delinquent rural
accounts shall be charged one-half of one per cent per month on the amount
due until paid or turned off.
WATERLINE DEEDS:
Town Administrator Hill reported that the deed has been received for the
High Pines Subdivision waterline.Town Administrator Hill also reported
that the deeds for the Cummorrah Subdivision waterline were mailed to the
developer on October 19th but have not been signed and returned.
CONSULTING ENGINEERS:
Town Administrator Hill advised that a report from the consulting engineers
on Crystal Water system will soon be available.
GLACIER CREEK SETTLING POND:
Town Administrator Hill advised that verbal approval has been received
from the YMCA and that a deed is being prepared for the Glacier Creek
settling pond site.

Dear Vic:
In studying the Devils Gulch water line I have the following:
From where the two inch and the four inch line join into the four
inch near the east line of the MacGregor ranch I have thirty one
users,as per the list you gave me.The elevation of this point is
about 7760.The above users range in elevation from this point to
approximately 7880.At twenty fixture units per dwelling they
•produce a total demand of 620 fixture units,or 126 gallons per
minute at an assumed average elevation of 7830.This main can be
expected to deliver approximately 280 gallons per minute at this
elevation,therefore,the line is probably less than half developed
at this time.

RESIDENTIAL WATER CUSTOMER POLICY:
For all new residential water installations,both urban and rural,the
Committee recommends requiring a meter and installation of a meter pit
or suitable meter location in the residence with yokes and a by-pass,
leaving the meter in stock until a metered rate becomes effective for
residential users.The same requirement shall be made for users con
verting from summer water to winter water usage.These customers shall
pay the total cost of the installation including the meter and remote
reader.
BMCK CANYON PROPERTY PURCHASE:
Condemnation proceedings have begun on the settling pond site adjacent
to the Black Canyon filter plant on MacGregor Ranch.Under the terms
of the estate this appears to be the only method of obtaining this
property.
There being no further business,the meeting adjourned.
