RURAL WATER APPLICATIONS:
T.A.Robinson:Request to install a sprinkling system
for rural residence at 601 East
Riverside.The Committee recommends
approval requiring that all usage be
metered.
John K.McCreery:One rural residence on Devil’s Gulch
near the Milton Thompson property.
The Committee recommends approval
requiring tapping the four inch main
serving the Thompson property.
William C.Bender:One rural residence located at 2410
Fall River Road.The Committee
recommends approval.
Ray C.Young:One rural residence located on Fall
River Road between Nicky’s Restaurant
and Colonial Motel.The Committee
recommends approval.
Leslie 0.McMillin:One rural residence located on Lots
40 and 41,Charles Heights Subdivision.
The Committee recommends approval
subject to location of the house so
that the highest water fixture in
the house will not exceed the blue
line of 7,850’.
Clarence F.Mitchell:One rural residence located on Fish
Creek Road near the Dunraven property.
The Committee recommends denial due
to inadequate private distribution
system serving Fish Creek customers.
William A.Kirk:One rural residence located on Lot
28,Broadview Subdivision.The
Committee recommends approval subject
to completion of a water extension
agreement with the Town of Estes Park.
TOM JOHNSTON WATER LINE:
Mr.Tom Johnston appeared before the Committee reporting that owners of
the private water line in his area have formed an entity called “Strong
Avenue Association”.By quit claim deed,individual line ownership is
being transferred to the Association.Fifteen users are affected by
the organization.Mr.Johnston also advised that any existing bills
or future bills for thawing or line repair should be directed to the
Association.The Committee recommends acceptance in principle of the
arrangement outlined by Mr.Johnston.

HIGH DRIVE ASSOCIATION REQUEST:
Dr.Joe Hunt and group from the High Drive Association appeared before
the Committee requesting water for approximately 112 customers of the
Association.The Association proposed making excess water available to
the Town from the Hondius 1890 water right to twenty-two hundredths
second feet of water by securing a change in the point of diversion.
The Committee instructed Town Administrator Hill to again write to the
High Drive Association detailing the Town of Estes Park requirements.
OLYMPUS-BELLEV[JE HEIGHTS:
Town Administrator Hill reported that the Olympus-Bellevue contract has
been signed by the Mayor.The organization has signed a construction
contract for line installation prior to March 1973.The Town has agreed
to pay the difference in pipe costs between a 6”main and an 8”main.
SIX-CITY WATER:
Town Administrator Hill presented a proposed budget for the fiscal
year 1972—1973.The Committee tabled action on the budget at this time.
The Committee recommends that the Town’s consulting engineers be
notified and attend required Six-City meetings.
INSPECTION OF NEW PLANTS BY STATE HEALTH DEPARTMENT:
Superintendent McCracken reported a favorable report from the State of
Colorado.The director plans to return to take pictures of both the
Black Canyon and Glacier Creek plants to make a training film.
SEPTENBER WATER COMMITTEE MEETING:
The September Committee meeting will be held August 31,1972,at 3:00 P.M.
AWWA CONFERENCE:
The American Waterworks Association regional conference will be held at
Jackson,Wyoming,September 18,19 and 20,1972.
RECOMMENDATION CONCERNING LOT SPLITTING:
Chairman Prosser presented a letter to the Planning Commission which
becomes a part of these proceedings.The Committee recommends approval.
TAPPING PROCEDURES:
The Committee instructed Business Office Manager Duncan to check with
nearby communities to determine current tapping procedures and report
back at the next meeting.
There being no further business,the meeting adjourned.

Gentlemen:
More than three years ago,Phillips,Carter,Reister and Associates,
engineering consultants of Denver,completed their “Plan for Growth of
the Estes Park,Colorado Water System”.
Based upon cost estimates at that time,the complete implementation
of the water department “Capital Improvement Program”would cost $2,934,500
to meet the growth demands that are foreseen to 1987.
At a cost of more than $1,000,000,the Town has just completed the
initial phase of that program with plant improvements at Glacier Creek
and Black Canyon,and installation of an 18-inch pipeline from the Glacier
Creek plant to the distribution system.
But additional water at the plants is of no value if it cannot be
delivered to the ultimate consumer...the new home,the new motel or other
business in the area served by the Estes Park water system.
Several factors were considered by the engineers when they tried to
project the “normal”demand growth of the system.They,of course,had
figures on the water usage demanded by homes and businesses that had been
constructed before 1969.
They knew that there were hundreds of lots within the confines of
the system that would see the bulldozer and the carpenter’s hammer in
the 70’s and the 80’s and tried to project the growth of the system when
a great deal of this “raw land”was sold and developed.They tried to
project a program which would enable the Town water department to furnish
that essential ingredient to any growth --WATER.

They said that about $195,000 should be spent on the distribution
system in 1972 and $270,000 on it in 1975.Storage tanks and larger
pipes were included in the plans.
But there was one factor that they could not possibly envision---
lot splitting,or creating more demand than normal in neighborhoods that
were already platted and developed.
In the early days of Estes Park,most subdividers were “generous”
with the size of lots in their development;many of them were more than
an acre in size.Hcnses were widely spaced and the attractiveness of
the Estes Park area was enhanced by this “open space??.
Splitting of lots in these already-developed areas (while of doubtless
virtue to the purse of the owner)puts an immediate strain on a water dis
tribution system.Developers of new subdivisions are required to install
mains that will meet the needs of the possible homes and businesses on
that particular acreage,even if they have to run their principal supply
main several hundred feet back to a city main that is large enough to
serve the development.
This is not true when lots are split in an already-developed section
of the town.“One more tap won’t make any difference”is not a valid
reasoning when lot splitting becomes widespread.The available pressure
is quickly reduced and long-time customers of the system are greatly
inconvenienced.
The Water Committee of the Town of Estes Park asks the Planning
Commission to have these facts in mind when they consider applications
for lot splitting by special review,rather than by normal subdivision
regulations.
