Dear Mr.Hill,
In answer to your letter of November 17,normally leakage on the customer’s
side of the meter should be treated as any other water consumption. It is usually
quite difficult to determine whether or not the leakage occurred with the knowledge
of the customer and certainly no adjustment should be made where leakage is
known and permitted to continue.
In unusually serious cases such as the one you wrote about appears to be,
you may want to make an adjustment, especially if you are entirely satisfied that
the user had no knowledge of the leakage. We do not think that you should make
them a present of what could be termed the leakage water as this water represents
actual costs to the City excepting for the customer, and possibly part of the demand,
components.I believe in those instances where careful examination indicates that
an adjustment is indicated,a fair settlement would be to charge for half what you
determine the leakage water to be.Such a policy would deter willful leakage but
should result in a satisfied customer. If it is necessary to wait a year to determine
the amount of the leakage, the customer should pay the full bill and then be
credited later.
Sincerely yours,
C.H.Hoper &Associates
