The Committee recommends tabling for further information to be furnished by the Town Engineer and Water Superintendent at the next meeting.They will present a Hondius Heights plat with the blue line drawn in showing Lot 31. James R.Bissell,Jr.—One rural residence located on Devil’s Gulch Road.The Committee recommends tabling for further information from the Town’s con sulting water engineers as to probable development in the area and the Town’s ability to serve. Richard H.Krogh -One rural commercial building for restrooms to serve the Go-Carts on highway 34.The Committee recommends tabling for additional information from the applicant as to future development of his property on the north side of highway 34 and also to obtain detailed information from the Big Thompson Sanitation District as to requirements for their plant in order that a single highway cut of adequate size may be made. HUD -WS-COIJD-90: Town Administrator Hill presented a financial summary of the project and advised that HUD officials have verbally agreed to a change order including two settling ponds at a cost of $16,144.00.The attachment is made a part of these proceedings. INSURANCE QUOTATION: Town Administrator Hill presented an insurance quotation from the Chas. F.Hix Insurance Service in the amount of $2,918.00 covering water system improvements at the Glacier Creek and Black Canyon plants.The Committee recommends insuring as per the quotation schedule. RECORD OF PROCEEDINGS Water Committee Meeting January 2,1973 Page two POLICY FOR WATER LEAKS: Business Office Manager Duncan presented the water department policy concerning wild leaks on the customer’s side of the meter for the cities of Loveland,Longmont,Fort Collins,Greeley and Colorado Springs.After reviewing current requests for adjustment due to leaks, the Committee recommends a fifty percent (5O7)adjustment with one adjustment per meter each five (5)years.This conforms to the recommendation made by C.H.Hoper and Associates,Consulting Engineers, in their letter of November 21,1972,which is made a part of these proceedings. There being no further business,the meeting adjourned. In unusually serious cases such as the one you wrote about appears to be, you may want to make an adjustment,especially if you are entirely satisfied that the user had no knowledge of the leakage.We do not think that you should make them a present of what could be termed the leakage water as this water represents actual costs to the City excepting for the customer,and possibly part of the demand, components.I believe in those instances where careful examination indicates that an adjustment is indicated,a fair settlement would be to charge for half what you determine the leakage water to be.Such a policy would deter willful leakage but should result in a satisfied customer.If it is necessary to wait a year to determine the amount of the leakage,the customer should pay the full bill and then be credited later.
