David S.Binns One rural commercial building with adjoining apartment located on a portion of the Bender property on Fall River. The Committee recommends approval subject to annexation which will require rezoning, inclusion within the Northern Colorado Water Conservancy District and Subdistrict, 4 inch extension under Highway 34 to the property according to specifications of the Water Superintendent. Reverend Fred T.Ingold One rural residence and guest house located in the High Drive area.The Committee advised tabling again due to insufficient information. Robert A.McFarland One year extension for one rural residence •to be located on Tract 6,Prospect Valley. The Committee recommends approval subject to a 4 inch line extension from the 4 inch main located approximately 500 feet South of the property.The extension and route of line must be approved by the Water Superintendent. FISH CREEK WATER REQUEST: Town Administrator Hill read a letter from the Fish Creek Water Association advising that a 4 inch main,across the Golf Course to feed their 2 inch line, would be ample for their needs.They further report four property owners with money down and six additional interested owners.The Committee recommends tabling the request for more information as to the specific location of the proposed new customers to determine proper sizing of the Fish Creek Line. NEW CONSTRUCTION PROJECTS: Consulting Water Engineer,Bob Kemp presented specifications and drawings for two water projects to be bid by contractors.The first project is located on Highway 7 from Concord Lane extending South on the East side of the highway to Pinewood Lane near the Town limits.This is an 8 inch main connecting to the 8 inch main from the Big Thompson plant.The second project is a 6 inch main replacing one half of the existing 2 inch main extending from the “Y”Junction under the Big Thompson River to Idlewilde Cottages.Advertising dates have been established as November 9th,16th and 23rd with bid opening scheduled for December 10,1973.Material for the projects will be supplied by the Town and the following bids were opened at the meeting by consulting engineer Kemp: CC CD RECORD OF PROCEEDINGS Water Committee Meeting November 5,1973 Page Two (2) Waterworks Sales Co.$27,532.00 (10 -12 weeks delivery) Pacific States Cast Iron Pipe Co.27,658.14 (8-—10 weeks delivery) Engineer Kemp recounnends accepting the bid from Waterworks-Sales Co.The Committee recommends accepting the bid from Waterworks Sales Co.and instructed Engineer Kemp to complete the specifications and prepare for a bid opening on December 10,1973,by the Board of Trustees. MUNICIPAL SUBDISTRICT REPORT: Town Administrator Hill advised the Conniiittee that the Department of Interior has signed the contract for 6—Cities water diversion through existing facilities. T.A.ROBINSON PROPERTY LOCATED ON RIVERSIDE: Superintendent McCracken has recommended metering this property.The Coumdttee recommends that the Robinson property must be metered by January 1,1974,or service will be discontinued. PROJECTED RATE INCREASE: After considerable discussion,the Committee concluded that a rate increase is necessary for 1974 in order to fund the planned water improvement program. The Counnittee instructed Business Office Manager Duncan to project a 20% overall rate increase for 1974 and relate to the requirements of the Department by the next meeting.
