HomeMy WebLinkAboutMINUTES Water Committee 1973-05-07RECORD OF PROCEEDINGS Water Committee Meeting May 7,1973 Committee:Chairman Prosser;Trustees Dannels and Sutter Attending:Chairman Prosser;Trustees Dannels and Sutter Also Attending:Town Administrator Hill,Superintendent McCracken, Business Office Manager Duncan RURAL WATER APPLICATIONS: Wilbur H.Bublitz:One rural residence,beauty shop and cabin located on Spur 66.The Com mittee recommends tabling until capacity of the main can be determined by Superintendent and consulting water engineer. Henry F.Pedersen,Jr.:One rural residence located on Tract 3,Vogel Subdivision,Fish Creek Road. The Committee recommends denial until such time as the Fish Creek main size is increased.Denial is based upon a hydraulic study of the Fish Creek main by the Town consulting water engineers. George J.Mastio,M.D.:One rural residence located on Devils Gulch Road near Gem Lake Trail.The Committee recormuends tabling until such time as line capacity information is available from the Town consulting water engineers for the Devils Gulch water main. David S.Binns:Two rural units located on Devils Gulch Road previously approved.The Committee recommends approval. RECREATION DISTRICT AGREEMENT: Town Administrator Hill presented an agreement permitting the District to use wash water from the Town’s Big Thompson Water Treatment Plant for irrigation of the District’s golf course.The Committee recommends approval of the agreement. DAVID S.BINNS REQUEST: David S.Binns appeared before the Committee and requested a change of the Town’s water extension agreement policy limiting owners to recover only 757 of the extension cost during a ten year period.The Committee recommends no policy change at this time due to the number of existing extension agreements. NCWCD SUBDISTRICT MEETING: Town Administrator Hill presented a letter from Town Attorney Hartwell advising of a meeting in the Town Hall on June 4,1973,between the Board of Trustees and NCWCD Subdistrict personnel concerning Six Cities water matters.Each city must designate the amount of water they wish to subscribe to within 120 days after the Six Cities Meeting. RECORD OF PROCEEDINGS Water Committee Meeting May 7,1973 Page two HIGH DRIVE WATER: Mr.Walt Coiwell,consulting engineer from DMJ-PhullipsReister,advised the Committee that an answer has been given to the High Drive Water Users concerning costs to install a water system.The report is an answer to Andy Anderson’s letter of April 21,1972,requesting city water for High Drive. WATER FOR TWO NEW HORSE BANNS: Superintendent McCracken requested approval to extend the existing water service line to two new horse barns in Stanley Park.The Committee recommends approval. TAPPING CHARGE AND WATER RIGHTS FEE: Upon recommendation of the Town consulting water engineers,the Committee recommends approval of the following tapping charges: 5/8”or 3/4”connection $400.00 1”710.00 1—1/4”“1,110 00 1—1/2”“1,600.00 2”“2,850 00 3”6,400 00 4”“11,400 00 6”“25,600.00 The Committee recommends that the Water Rights Fee remain the same.The Committee instructed Town Administrator Hill to have the Town Attorney prepare the resolution. TOWN PURCHASE OF WATER MAIN MATERIAlS: The Committee recommends that the Town ask for quotations for basic pipeline construction materials so that a supply of materials would be readily available for the use of the Town as time is available for the Town to construct certain improvements.The purchase of these materials could be considered as stock and,because of the extreme escalation of material prices,the Town could not help but benefit by outright purchase. The purchase of the materials would be most economically purchased in car load lots and would have as the basis,the pipe,fittings,valves and special accessories that might be required for distribution system work. It is also considered economical for the Town to have water main material on hand so that the Town could let installation contracts for main re placements that are more extensive than could be accomplished by Town forces.The Water Superintendent and consulting water engineer will make the determination for the first purchase. TOWN PURCHASE OF EQUIPNENT: For the Town to be fully effective as installers of minor system improve ments and day—to-day maintenance,the Committee recommends that certain basic construction equipment be purchased or leased by the Town.The Committee instructed Superintendent McCracken to obtain cost information for purchase or rental of a back hoe -front end loader combination with approximately 3/8 CY capacity and capable of digging 15 feet.The Committee instructed Superintendent McCracken to secure prices on other CD RECORD OF PROCEEDINGS Water Committee Meeting May 7,1973 Page three TOWN PURCHASE OF EQUIPNENT(continued): required equipment such as a tapping machine,pipe saw,etc. WATER MAIN CONSTRUCTION PROGRAM: The Committee recommends implementation and construction of the follow ing distribution system improvements: No.“A”Description Estimated Cost 1.17 Highway 7 $80,500 2.14 Highway 7 Xing at Devon 2,500 3.15 Highway 7 Xing at Twin Dr.2,500 4.20 Twin Drive Line 7,000 5.19 West of Highway 7 13,500 6.13 4”No.at Highway 66 19,500 7.23 Mary’s Lake Road 32,500 8.8 Xing —Spruce &Cleave 8,500 9.27 Stanley 21,000 10.25 Upper &Lower Broadview 5,500 11.22 High Pines 16,500 12.--“Y”Junction 5,000 13.--No.of Devil’s Gulch 8,000 14.--Highway 34 &Summit 5,000 15.--Birch and High 6,500 16.--Back of Dump 20,000 TOTAL $254,000 The Water Superintendent and Consulting Water Engineer will decide which items will be bid and which items will be constructed by the Town Water Department. WATER MAIN EXPANSION POLICY: The Committee recommends the water main extension policy cost participa tion shall be determined by the applicable methods set forth below: A.The customer shall pay for the total cost of system ex tension if the extension is for annexor’s benefit alone and the expansion or extension is not a designated “(A)”item of the “Plan”. The minimum pipe size shall be 4-inch. B.If the Town determines that it is to the Town’s advantage to increase the pipe size,that the customer is installing for his benefit, the Town shall pay for only the cost increase in pipe size that the Town requests. C.If a particular annexation requires an enlargement of an “(A)”designated improvement the cost of enlargement shall be determined in the following manner: (1)The customer and the Town shall share equally the construction cost of excavation,backfill,installation of pipe,pavement replacement and all other items of construction except the cost of pipe. GO RECORD OF PROCEEDINGS Water Committee Meeting May 7,1973 Page four WATER MAIN EXPANSION POLICY(continued): (2)In addition to the above item (1)the Town shall also pay an amount equal to the cost of the size of pipe, valves and fittings that is attributed to the Town’s need alone,as an “(A)”designated item.(Assuming the annexa tion did not exist). (3)In addition to the above item (1)the customer shall also pay an amount equal to the difference between the actual cost of pipe,valve and fittings installed and the amount attributed to the Town’s need alone,as an “(A)” designated item. (“A”designated items refer to those items of system improvements,or revised items,detailed in the Long Range Report.) There being no further business,the meeting adjourned.
