Board:ChairElliot,Vice Chair Poggenpohl,Members Berry, Nelson-Hazelton, Papineau, and Wilcocks Attending:ChairElliot,Vice Chair Poggenpohl,Members Berry, Nelson-Hazelton, Papineau,Trustee Cenac, Manager McEachern, Administrative Assistant McDonaldand Recording Secretary Disney Absent:Member Wilcocks Chair Elliotcalled the meeting to orderat 8:33a.m.and Leilani McDonald, the new Public Works Administrative Assistantwas introduced to the Board. PUBLIC COMMENT. None. TRUSTEE LIAISON UPDATES. Trustee Cenac commented on theNovember 23, 2021Town Board Study Session meeting regarding Arts inPublic Places (AIPP)and stated increased knowledge of the Parks Advisory Board’sperspective on AIPPwould be effective. APPROVAL OF MINUTESDATED OCTOBER 21, 2021. It was moved and seconded(Nelson-Hazelton/Poggenpohl)to approvethe October 21, 2021meeting minutes,and it passed unanimously. TOWN BOARDSTUDY SESSION ARTS IN PUBLIC PLACES AND ARTS MASTER PLAN.Chair Elliotstated the Town Board has requested Parks Advisory Boardattend a Town Board Study Session in Januaryor February2022to discuss the AIPPand requested Board members be present,both ViceChair Poggenpohl and Member Nelson-Hazelton wouldattend asrepresentatives of the Boardand stated their preference for January 11, 2022. ARTS IN PUBLIC PLACES ANNUAL REVIEW. Chair Elliot presented the annual review of the AIPPand requested Board members review theguidelines and provide input. Vice-ChairPoggenpohlrequested Supervisor Berg provide a synopsis of 2021projects already completed. Additionally,staff requestedthe Board review Section D:Regular Maintenanceof the Maintenance Guidelinesfor Works of Artin regards to the Parks division responsibilities. WOMAN’S HERITAGE PLAZA PROPOSAL. Chair Elliot presented the request whichwassubmitted to the Townfor a formal name change of the Children’s Park to the Women’s Heritage Plaza. Continued updates would be provided by Member Wilcocks.The Board discussedinclusion of a list of women whomresided in Estes Park during the 100-yearmark. THUMB OPEN SPACE AND STAKEHOLDERS MEETING. Vice-Chair Poggenpohl provided updateson the Thumb Open Space and Stakeholders meeting.He highlighted workonthe drafted management planwhich wouldbe reviewed by the community prior to presentationto the Town Board at a future study session. Chair Elliot confirmed the drafted plan wouldbe reviewed by the PABprior to the Town Board presentation. Parks Advisory Board–November 18, 2021–Page 2 OTHER BUSINESS. Elections for the Chair position would be held in December2021, and Chair Elliot requested the Board review their interest in being elected Chair.It was confirmed the terms of members Wilcocks and Papineauwould expire December 31,2021. Member Papineaustated Visit Estes Park would no longer publisha visitation guide, andthis would be done byVacationland, a private company. It was determined Member Nelson-Hazelton wouldwork in cooperation with Vacationland for updates of outdated information.Additionally, MemberPapineaustated the Visitor Center Ambassadors donated funds to the Big Thompson River Recreational and Picnic area.
