Chair Morriscalled the meeting to orderat 12:00p.m.
PUBLIC COMMENT.
None.
TRUSTEE LIAISON UPDATE.
None.
APPROVAL OF MINUTESDATED OCTOBER 20, 2021.
It was moved and seconded (Gamble/Slack)to approve the October 20, 2021,
meeting minutes,and the motion passed unanimously.
ENGINEERING UPDATES.
Manager Hook provided engineering updates on sign adjustments for the Graves Avenue
project;feedback on parks and wildlife for the Fall River Trailproject;sidewalk repairs on
West Elkhorn Avenue,Community Drive, and RockwellStreet;updatesto Trails Master
Plan,which would be presented to the Board in December 2021;traffic counts;pedestrian
bridge repair negotiations;and downtown sidewalk trip hazards.The Board discussed the
inclusion of the Park R-3School District for Trails Master Plan updates.
PROJECT/ADMINISTRATION UPDATES.
Director Muhonen provided project and administration updates on a collaborative
opportunity for regional transit projects as a result of the failed Larimer County 2019 sales
tax initiative.The Board discussed whether they should provide support for CDOT
investment funds and the pedestrian light at the MacGregor/Wonderview roundabout.
PARKING& TRANSIT UPDATES.
Manager Solesbeeprovided parking & transit updates on the Joint Transportation
Advisory Boardand Shuttle Committee meeting held November 11, 2021;the potential
reimplementation of the YMCA Brown Express route;paid parking Wi-Fiextensionsand
increased pay stations;management confusion of the private parking lot by Ed’s Cantina;
andresults of the CDOTNeeds survey. The Board discussed the YMCA Brown Express
route;fostering community;the Water Service Agreement between the Town and YMCA
of the Rockies;ataskforce for addressing parking issues;and paid parking.
2022 COMPREHENSIVE PLAN.
Director Garner provided an update on the 2022 Comprehensive Planand highlightedthe
structureof the Comprehensive Plan;thedifference between the plan and the
development code, the Comprehensive Plan Advisory Committee;the Boardproviding
input for the 2022 Comprehensive Plan;the Plan’s website;andestablishing a shared
vision. Director Garner had the Board participate in a visioning session in which theBoard
identifiedproximity to wildlifeand nature, multi-modal transportation, access to the
community, dark skies lighting, and safetyas important features of Estes Park. The Board
discussed further input opportunitiesandnext steps of the plan.
