RURAL WATER APPLICATIONS:
Kittie Marie Gates One rural residence located on East
Riverside Drive.The Committee recom
mends approval.
High Drive Association Association requests a one year extension on
existing request to serve High Drive area.
Request for extension was presented by
Mr.Andy Anderson.The Committee recom
mends approval.
REQUEST FOR WATER LEAK ADJUSTMENT:
Chairman Prosser presented a request in behalf of Poling Electric concerning
excessive water consumption during the eight month period from October 1,1972,
to June 1,1973,due to a water leak.The Committee recommends applying the
current water department policy of a fifty percent adjustment with one adjust
ment per meter each five years.
RAVENCREST HEIGHTS WATER PROPOSAL:
Town Administrator Hill presented a water exchange proposal submitted by
Ravencrest Heights and a recommendation by the Town Consulting Engineer
answering that request.The Committee recommends that the Consulting Engineer’s
letter of today be accepted and that the Engineer’s recommendation to reject
the proposal be accepted.
WORK EXTENSION REQUEST FOR ONE YEAR:
Superintendent McCracken requested that employee Everett Hattan be permitted
to work for the Water Department for another year.The Committee recommends
approval.
AWWA SCHOOL IN DENVER:
Superintendent McCracken requested permission to attend a four day training
school for “C”operators for himself and Lee Goracke to be held in Denver.
The Committee recommends approval.
WATER EXTENSION IN HIGH PINES AREA:
Superintendent McCracken advised of an impending request in the High Pines
Area.The Committee emphasized current policy which requires an easement
and deed to the four inch line extension.

Re:Ravencrest Heights Water Exchange Offer
Gentl emen:
We have reviewed the enclosed offer by the developers of the Ravencrest
Heights Subdivision to exchange water rights with the Town to achieve a well
augmentation for their proposed subdivision.Our report and comments are
as follows.
Proposed Plan.The developers of Ravencrest Heights plan to provide
domestic water for their subdivision from wells.It is planned to cover the
consumptive use from these wells by acquiring water rights on the Big
Thompson River,to which the wells are tributary,since diversion of ground
water tributary to a stream is considered the same as diversion of the stream
water itself.The developers of Ravencrest Heights are presently in control
of a number of units of Colorado -Big Thompson Project water;however,the
NCWCD will not permit CBT water to be used for well augmentation.
Proposed Offer.The Ravencrest Heights developers have offered to lease to
the Town of Estes Park,eight units of Colorado -Big Thompson Project water.
In return the developers want the Town to lease to them,for well augmentation,
1.35 acre-feet of water annually from the Town’s Black Canyon water rights.
On the surface,the total water gained by the Town from the 8 units of CBT
water would appear to be on the order of 5 acre-feet annually.The amount
given up by the Town would be 1.35 acre-feet,giving an apparent net gain of
3.65 acre-feet annually.
Analysis.However,if the Black Canyon water right were to be called from
the river because senior decrees downstream were unfulfilled,then the Town
would have to release to the river sufficient CBT water to compensate for the
Black Canyon water being leased to Ravencrest Heights.This would amount to
about 2 units of the Town’s CBT water.
Recommendation.Thus,it seems to be a gamble as to whether the Town would
realize a net gain each year,or whether it would be more likely for the
Black Canyon right to be called out by senior rights.Historically,the Black
Canyon right has never been called out,but the river has not been strictly
administered,either.

The Black Canyon water right with a priority date of August 25,1905,is
a very junior one,and one,in our opinion,quite likely to be called out
under strict administration.We therefore would recommend that the Town
not jeopardize their water tights situation by putting themselves in a
position where the Town would have to release to the stream any CBT water
during a dry summer season,particularly since that is when the Town will
need the CBT water itself.In short,we recommended that the Town not
accept the exchange offer made by the developers of Ravencrest Heights.

RE:Ravencrest Heights Subdivision

I have enclosed a rough draft of the total water demand and consumptive use
calculations for the Ravencrest Heights Subdivision.As can be seen,1.35
acre-feet of water will be required as compensation to the river.The average
annual yield of two units of Colorado Big Thompson Project water is approximately
1.4 acre-feet,and the safe yield of this water is approximately 1.8 acre-feet.
Therefore,two units of Big Thompson water,if it could be used,would be
adequate compensation to the river.
It is proposed that 1.35 acre-feet of Black Canyon Pipeline water be leased
from the Town of Estes Park to be used in the augmentation plan for the
Ravencrest Heights Subdivision.Should this be done and the Black Canyon
Pipeline decree be called from the river,the Town of Estes Park would be
required to release to the river approximately two units of Big Thompson Proiect
water to compensate for the 1.35 acre-feet of Black Canyon Pipeline water.
It is further proposed that as compensation for this lease,the owners of
Ravencrest Heights Subdivision will provide to the Town of Estes Park in
fee simple,eight units of Colorado Big Thompson Project water.The reason
for arriving at eight units is that should the Town of Estes Park ever decide
to provide water service to this subdivision,the total use of 7.9 acre-feet
will be compensated for by the eight units of Colorado Big Thompson water.
These use figures are,of course,based on in-house domestic use only because
well permits provided by the State Engineer’s office on this type of location
do not allow for anything other than that type of use.
If you have any questions concerning either the water demand calculations or the
proposal,we would be happy to discuss them with you at any time.

PROPOSED WATER AUGMENTATION PLAN
FOR
RAVENCREST HEIGHTS SUBDIVISION
Per Capita Consumption
Rocky Mountain Consultants,Inc.has found through research and experience
that the per capita demands for water in mountain subdivisions approximates
65 gallons per person pet day.This figure precludes the use of water for lawns,
agricultural or garden uses.A specific case in point is the Left Hand Water
Suppiy Company,located in Boulder County,Colorado,wh!ch has a pr capita
use on a non-irrigated residential basis of approximately 75 gallons per day
per person.The water in the District is used for lawn or garden purposes only
to a very limited extent.Within household use is on a year around basis as
opposed to mostly seasonal use of the cabins or homes to be built in Ravencrest
Heights Subdivision.
Weather
Weather records as compiled by the Weather Bureau,U.S.Department of
Commerce,indicate that for the ten year period 1951 —1960,the normal annual
precipitation was 16 inches at Estes Park.The precipitation at this location
during the grcwing season months of May through September s an annual avrag.
of 10.16 inches.Due to comparable climate and roughly the same elevation at
the Ravencrest Heights Subdivision site and the Town of Estes Park,the above
figures are used as a basis for the following calculations and conclusions.
Water Demand
Ravencrest Heights Subdivision will consist of 11 lots averaging approxi—
mately acres each,which will contain single family dwellings.Also included
in this subdivision will be 20 condominium units.For the purposes of this
report,it will be assumed that this comprises 31 single family dwelling uzs.
It will also be assumed that each dwelling unit will contain an average of 3.5
people.Therefore,each dwelling unit will require approximately 225 gallons
of water per day.Because of the close proximity of this subdivision to the
Town of Estes Park,a rate of l00 year around occupancy will be used as a
basis for water augmentation.it is,however,highly unlikely that all of the
condominium units will be occupied year around.The expected annual water
requirements for Ravencrest Heights Subdivision are summarized as follows:

The subject subdivision therefore has a total water demand of 7.9 acre-feet per year.Of this amount,3.25 acre—feet will be used during the growingseason
Consumptive Use Requirements
It is anticipated the subdivision w!H use conventional septic tank leach
field systems on all building sites.For purposes of this report,however,it is
assumed that three of the 31 sites will requite evapo—transpiration type systems.
Therefore,there will be 28 homes using septic tank—leach field systems,and
three using evapo—transpiration systems.During the growing season,eachisingaseptictankleachfieldsystemdwellinguniwi1lrequite.105 acre—feet of water for total use,or a total of
2.94 acre—feet of waterof which 2O will be consumed,or a consumptive use of
.59 acre—feet.Each dwelling unit using an evapo—transpiration type system
will use .255 acre-feet of water on a year around basis.The evapo-transpiration

systems will consume lOOt of this,or .255 acre-feet each for a total of .76
acre—feet for these three units.Therefore,the total consumptive use of the
Ravencrest Heights Subdivision is 1.35 acre—feet of water pet year.
Potable Water Supply
/
Drilled wells are the primary source of water in the vicinity of Ravencrest
Heights Subdivision,with the Ravencrest Chalet being a notable exception in
that a spring near the northeast cornet of the Ravencrest Subdivision provides
high quality water for potable use.
A cursory review of established wells in the Meadowdale Hills Subdivision,
an adjoining subdivision east of the subject property,indicates an ample
supply of pure water at depths feasible for drilling and pumping.
