Absent:None CONSTRUCTION PROGRESS REPORT: Town Administrator Hill reported on capital construction projects completed to date and projects to be started in 1974.The attached schedule is made a part of these minutes with items 6 and 7 excluded. WATER BUDGET 1975: Town Administrator Hill presented the Water Budget for 1975.The budget was discussed and recommended for approval by the Committee. RURAL WATER APPLICATIONS: Fish Creek Loop -Upper Thompson Sanitation District,Spruce Knob and Fish Creek AssoLation. The Consulting Water Engineer’s advised that the total cost of the proposed 8”water line would be approximately $160,000.00.The Committee instructed Consulting Water Engineer Kemp to prepare phasing cost estimates in four parts to serve the Upper Thompson Sanitation District sewer plant,Spruce Knob property owners,Upper Thompson Sanitation District Fish Creek lift station and Fish Creek Association property owners replacement line.Upon receipt of this information,the Committee recoTmnends meeting with leaders of each group and advising them of current progress and cost estimates. ESTES VALLEY 1MPROVEMENT ASSOCIATION QUESTIONNAIRE: Town Administrator Hill advised that the questionnaire had been referred to Lord and Associates who replied in detail.Additional time will be required to obtain technical information from State of Colorado records.The Committee recommends advising Estes Valley Improvement Association when the Town Planner progresses to this phase of his proposal. VAN HORN FISH CREEK WATER REQUEST: Paul Van Horn requested water for his engineering office located on Fish Creek within the corporate limits.The Committee advised that he may have water; however,the only available source is the Fish Creek Association water line on which no additional taps may be granted,due to an undersized line.Mr.Van Horn will work out the right-of-way problem with the Fish Creek Association (owners of the water line). 00 CD RECORD OF PROCEEDINGS Water Conmiittee August 5,1974 Page two (2) PARK ENTRANCE ESTATES,BLOCK 2,WATER REQUEST: Mr.T.J.Yancy,representing Park Entrance Estates property owners, presented an engineering plan drawn by DMJN-Phillips,Reister to serve water to Lots 1 through 10,plus an additional parcel of land and one additional tap for land owned by James Richards.Service will be ac complished by means of a 4”main connecting to the existing Park En trance Estates service system and pressure supplied by a booster pumping station.The Committee recommends the following: 1.Annexation required for both the Municipal Subdistrict and Northern Colorado Water Conservancy District for the property listed above. 2.Owners to assume maintenance of all existing 2”mains and pay all costs for tapping and installing 4”service line and pumping station. 3.Town will maintain 4”service line and booster pumping station. 4.This approval applies only to Lots 1-10,plus one additional parcel and one additional tap.Individual taps will be re quired,with current fees applicable.Rural water agreements will be required for each owner and the metered pumping rate applicable will be determined by the Town Consulting Water ErgLneer. 5.A deed to the water line and necessary right-of-way will be required before water may be served to any consumer.
