UPPER THOMPSON SANITATION DISTRICT WATER LINE:
The purpose of this meeting is to make a recommendation to the
Board of Trustees regarding the letter dated January 24,1975 from
the Upper Thompson Sanitation District.This letter is attached
to and made a part of these proceedings.
On January 6,1975,the Water Committee made a recommendation
(approved January 14,1975)to participate with the Upper Thompson
Sanitation District as set fourth in the Town’s water extension
policy.Under the existing water extension policy the Town would
pay for the increased size of the 880 foot water line from a
location in Olympus-Bellview Heights to the Sanitation Plant.
The estimated cost to the Town would be $3,200
The attached letter states the final decision of the Upper Thompson
Sanitation District and that is as follows:The Town would pay
$8,463 and the Upper Thompson Sanitation District would execute a
change order with their contractor for the installation of an
8 inch DIP water line.
The Water Committee makes the following recommendation to the
Board of Trustees:
Since receipt of the Upper Thompson Sanitation District’s latest
request concerning the plant water tap,the Estes Park Water
Committee has carefully examined its 1975 budget.In conjunction with
the budget,the Water Committee is expecting to study a new Priority
Construction Report from its engineers at the regular February meeting.
Since a reply to Upper Thompson Sanitation District’s request cannot
wait for further engineering study,or communication with possible
future customers of an over—sized line,the Committee makes the
following recommendations to the Board of Trustees:
The Water Department still favors an over—sized line under provision
of existing regulations regarding extensions,details of which have
been reported to the Board of Trustees and Directors of Upper Thompson.
If the Upper Thompson Sanitation District finds itself unwillingor
unable to comply with this policy at this time,the Committee recom
mends that the Upper Thompson Sanitation District select the water
tap alternate agreeable to it under Estes Park Water Department
regulations.The Committee does not presume to dictate the alternate,
since the Upper Thompson Sanitation District also has its obligations
and its monetary restrictions.

Waste Water Treatment Plant
Your letter dated December 13,1971k
We have carefully reviewed the above referenced water line construc
tion situation,and advise that we must act immediately with respect
to authorizing our prime contractor (Schedule ii)Project No.C—080322,
basis one of the three alternatives:
(1)Install the water line per plans and specifications
now under contract.
(2)Change material of pipe as specified from 1”poly—
vynlechioride (PVC)to ductal iron pipe (14”)(DIP).
(3)Cooperate with the Town in the installation,by our
contractor (Western States Construction Company),in
the installation of 8”ductal iron pipe purchased from
you at $6.90 per foot and complying with your recluire—
ments relative details as indicated in your above
referenced letter.
We believe No.3 above represents the best option in supplying this
District’s Waste Water Treatment Plant needs,and would materially
benefit the community as a whole.As discussed many times in the
past,our limits are rigid and dictated by the federally funded
project in which we are now involved.Through consultation with
our engineers,and our contractor,the following appears to be an
objective solution:
f a)Through a Change Order,UTSD will install 14”DIP in lieu
of the 14”PVC as specified in the approved plans.

(b)Western States bid for constructing 8”
DIP water line,with pipe purchased from
Town stock at $6.90 per L.F.,basis
cutting Hwy.34,not boring ——$10,636.00
Essentially,this District would be obligated to pay $2,173.00
over and above the Schedule II contract now held by Western
States Construction Company.The overage of $10,636.00 would
be reduced by that amount,leaving a difference of $8,463.00.
We ask that you pay this difference in order that our combined
efforts will result in future water service to property owners
in the Spruce Knob and Fish Creek sectors.
Your letter of December 13,1974 indicates an amount of $3,136.00
supportable by the current Water Line Extension Policy.During
our recent phone conversation you indicated that you would make
an effort to secure Committee agreement and accord in solving
the problem.
If you can secure approval by the Board of Trustees to spend an
additional $5,327.00 we can proceed.
If you cannot,we have no alternative but to proceed immediately
as we previously planned soley providing water to our Treatment
Plant.
Please give us your reply by February 1,1975.
