WATER MAIN EXTENSION POLICY -TABLED FROM 11/5/75 MEETING:
The Committee reviewed the water main extension policies of the cities of
Aspen,Boulder,Fort Collins,and Loveland.After comparing each with the
Estes Park water extension policy,the Committee recommends no change at
this time.
DISCUSSION OF METERED WATER RATES:
The Committee reviewed current metered water rates and compared them with
flat rates.After due consideration the Committee recommends that the
staff together with the Town Water Engineer calculate the budgeted rate
increase for 1976 on an equitable basis between the flat rate and the
metered rate for presentation at the next meeting.
SIX CITY RESOLUTION REGARDING PRPA VOTING PRIVILEGES:
Town Administrator Hill reported on a proposed resolution by the Six City
Water Committee which would grant weighted voting privileges to each entity
according to the shares of Windy Gap water controlled by each.PRPA would
control the vote as the result of a contract for more units of water than
any individual member city.The Committee recommends that Estes Park oppose
the resolution.
COLORADO WATER CONGRESS REGARDING MEMBERSHIP:
Town Administrator Hill presented a letter from the Colorado Water Congress
asking Estes Park to become a member of an organization dedicated to the
conservation,protection and development of Colorado’s limited water re
sources.The Committee recommends not joining in 1976.
INCREASED SIZE OF BIG THOMPSON WATER TAP IN BUREAU OF RECLAMATION PENSTOCK:
A request was submitted by the Recreation District and the Park School
District for a cooperative project tap increasing the Big Thompson water
tap from ten (10”)inches to twenty-four (24”)inches.The Water Engineer
recommends cooperative participation.The Committee concurs and recommends
additional study.
SPRUCE LAKE RECREATIONAL VEHICLE PARK:
A letter submitted by DMJM-PhillipsReister,Inc.regarding Spruce Lake
Recreational Vehicle Park stated that a 3”tap is required and the water

rights fee is based upon a peak demand flow equivalent to 1350 fixture
units.
REPORTS:
Virginia Drive Water Main &Avalon Drive Water Main:Superintendent
McCracken reported that both installations are completed.
Cleave Street:Superintendent McCracken reported that the Cleave Street
project located near the Estes Park Rent All has been completed.
Beaver Point Water Main:The Town Water Department has approximately
200 feet of line to install in order to complete the project.
Fireplugs on Highway 34 Bypass:Fireplugs have been installed near Pine
Haven,John Cross residence,Leo Baker residence,and Deer Crest Chalet.
Theft of Tools:Superintendent McCracken reported the theft of hand tools
and a chain saw over the Thanksgiving Day weekend.Tool replacement bids
are as follows:
Estes Park Hardware $1,124.70 including saw
Hale’s Automotive 915.20 excluding saw
Ron’s Auto Parts 818.96 excluding saw
Replacement bid for a 20”Homelite chain saw is $168.70.The Committee
recommends accepting the bid by Ron’s Auto Parts and the bid for a Home
lite chain saw.
Estes Park Bank Water Problem:The Town Water Department is cooperating
with the Estes Park Bank in an attempt to locate the source of water
accumulating under the bank building.
Water Use Report for November and Annual Report:The Committee reviewed
the water use record for November and the annual report and recommends
that the reports be attached and made a part of these minutes.
There being no further business,the meeting adjourned.

Re:Spruce Lake R/V Park
Gentl emen:
As requested,we have computed the tap and meter size for the proposed
Spruce Lake Recreational Vehicle Park and the tapping charge and water rights
fee which the Town must charge the developer for the privilege of connecting
to the Town’s water system.
Information on the number of sites and connected fixtures was obtained
from Vic McCracken,but has been revised downward slightly in a recent
telephone conversation with the developer,Mr.Cox.Our calculations are
based on the developer’s latest figures.
We have determined that a 3”tap and 3”meter will be required to
satisfy the peak domestic flow plus nominal irrigation.No fire flow was
considered in the calculation of peak demand.The Town’s present tapping
charge for a 3”tap is $12,000.
In addition,based on our esti1ate of equivalent connected fixture
units,the water rights fee would be $24,300,making the total charge
$36,300 (plus the cost of the corporation stop,meter,and other plumbing
goods to be obtained from the Town).
No reduction in charges has been made because of the expected seasonal
use by the R/V park since the Town’s code makes no di fferenti ati on between
seasonal and year around users in determining tapping charge and water rights
fee.This is probably a logically justifiable position both in the case of
the tapping charge and the water rights fee.The tapping charge,because
of the way it has been computed,is in reality a “readiness to serve”charge
and is unrelated to how long during the year water service is used;the
charge is for the capability of continuous service at any time being provided
to the new tap.The water rights fee is repayment for an actual cost to the
Town to purchase raw water.The purchase of raw water is even more necessary
for a summer season user,since this is the time of year that no free water
is available in the river due to the senior rights downstream making calls
on the river.
