RUPAL WATER APPLICATIONS:
John Rejeske One rural connect to serve one additional cot
tage located at Valhalla Cottages on Moraine
Route Road.The Committee recommends approval.
Robert Pitts One rural connect to serve one residence located
on Lot 5,Cummorah Subdivision.The Committee
recommends approval.
Wayne E.O’Kelly One rural connect to serve one residence located
in the Parton Subdivision.The Committee rec
ommends approval subject to the customer being
advised that he may experience low pressure
during peak usage periods due to his location
near the blue line.
Charmayne J.Gooch One rural connect to serve one residence located
on Eagle Cliff above Valhalla Cottages.Since
the residence is located above the blue line
and outside the Northern Colorado Water Conser
vancy District,the Committee recommends appro
val subject to annexation of the Conservancy
District,installation of a pump according to
Water Department standards,customer responsi
bility of lengthy service line from Town water
main and installation according to Water Depart
ment requirements.
Calvin E.Kennedy One rural connect to serve one residence located
on Lot 19,Hondius Heights.The Committee rec
ommends approval.
STRONG AVENUE ASSOCIATION REQUEST:
Town Administrator Hill presented a letter received from DMJM-Phillips
Reister,Inc.,and reported that copies have been mailed to the individ
uals making the request.The above mentioned letter suggests the method
recommended to solve the Strong Avenue water main problem.
LETTER TO ALL WATER CUSTOMERS REGARDING METERS:
The Committee read and considered a letter advising that all water cus
tomers must be metered no later than May 1,1977.The letter will be
mailed to customers during the next two weeks.A copy is attached and
made a part of these minutes.

LIENEMANN WATER AGREEMENT,PARAGRAPH 18:
Town Administrator Hill reported that an estimated annual minimum fee for
maintenance of the water system serving Fall River Addition is being de
termined by the Town Consulting Water Engineer.
BLACK CANYON HILLS BEQUEST:
Paul Van Horn appeared before the Committee to request consideration over
and above the Water Main Extension Policy for oversize installations of
Town water lines.The Committee recommends tabling until the next meeting
in order to check with surrounding cities to obtain their water main ex
tension policies for comparative purposes.
REPORTS:
Beaver Point Water Main:Superintendent McCracken reported that 815’of
line has been completed by the Town Water Department.
Virginia Drive Water Main:Superintendent McCracken reported completion
of 1480’of line by the contractor.The 4”line will connect to a
2”line located in front of the Village Theatre.
Big Thompson Alarm System:Superintendent McCracken reported that the
alarm system is being assembled by the supplier.
Water Use Report for October:The Committee reviewed the water use record
for October and recommends that the report be attached and made a
part of these minutes.
There being no further business,the meeting adjourned.

AN IMPORTANT MESSAGE
TO:ALL “FLAT RATE”WATER CUSTOMERS
on the Estes Park System
SUBJECT:METERS
After postponing the inevitable decision for several years,the Water
Department of the Town of Estes Park has decided that ALL WATER CUSTOMERS
must be metered no later than May 1,1977.
Currently,commercial users are metered,hut most homes are “flat—rated”
regardless of the amount of water used.It is believed that metering will
correct the inequality and water waste that this system permits.
Water engineers point out several good reasons for meters on all customer
services,commercial and residential.
First,the fairest method of billing is the meter system whereby the lar
ger user pays the larger bill.When metering for all Commercial Customers
was instituted two years ago,many customers were happy to see that their
bills went down;others,of course,used more water than the average and
paid for producing and distributing the extra gallonage.
Second,water is a precious and indispensable element of life,and is
getting to be one of the most expensive.An acre foot of Big Thompson
water which brought $25 a few years ago is now bringing $500...and
there are few available.Rivers flow through our area,but Colorado law
forbids additional takeouts from the river without legal “rights”.We
are joined with four cities of Northern Colorado to bring supplemental
(and costly)supply from Windy Gap,near Granby.We must conserve our
water resources and use only the amount actually needed;metering will
help achieve this.
Between now and May 1,1977,any resident has the choice of being billed
at the present ‘flat rate”or at the metered rate.If your home is pro
perly metered and you wish to pay only for actual usage,notify the town
business office (586—5331)
Each customer will be responsible for metering his/her water service.The
cost will vary with difficulty of installation.
To keep all metering standard and to take advantage of bulk purchasing,
the Town will sell meters and fittings at cost.Ask the plumber of your
choice to contact the Water Department of the Town for installation require
ments,material costs,etc.

WATER MAIN EXTENSION POLICY
All water main extensions shall be made in conformity with the
following provisions:
a.The customer shall pay for the total cost of main
extension if the extension is for the customer’s benefit
alone and the expansion or extension is not a designated
“(A)”item of the Water Department’s distribution system
plan entitled “A plan for growth of the Estes Park,Colorado
water system”dated December 26,1968.The minimum size
water main shall be 4 inch.The material used and the
type and method of construction shall be approved by the
Water Superintendent.
b.If the Town of Estes Park determines that it is to the
Town’s advantage to increase the pipe size on new water main
extensions that the customer is installing for his benefit,
the Town shall pay for only the cost increase in pipe size
and other necessary material that the Town requests.The
amount of the costs of material shall be determined by the
Town of Estes Park prior to the water main extension being
constructed.
c.If a particular customer requires a main enlargement
of an “(A)”designated improvement,the cost of a main
enlargement shall be determined in the following manner:
(1)The customer and the Town shall share equally
the construction cost of excavation,backfill,
installation of pipe,pavement replacement and all
other items of construction except the cost of pipe.
(2)In addition to the above item (1),the Town
shall also pay an amount equal to the cost of the
size of pipe,valves and fittings that is attributed
to the Town’s need alone,as an “(A)”designated item.
(Assuming the customer did not exist)
(3)In addition to the above item (1),the customer
shall also pay an amount equal to the difference
-between the actual cost of pipe,valve and fittings
installed and the amount attributed to the Town’s
need alone,as an “(A)”designated item.
(4)All costs connected with main extensions shall
be determined by the Town of Estes Park.
(“A”designated items refer to those items of system improvements,
or revised items,detailed in the Long Range Report described above.)
