Water Committee Meeting

RURAL WATER APPLICATIONS:
LeRoy Cox One rural connect to serve 123 units for
recreational vehicles located east of
Mary’s Lake Road and south of Beaver Point.
The Committee recommends approval subject
to final sizing by the Town consulting
water engineers.
Rocky Mountain The Committee recommends advising the
Metropolitan Recrea—Recreation District that they are connec
tion District ting a rest room facility located on the
south side of Lake Estes to a private
service line belonging to the Reclamation
Village Sanitation District.Permission
to connect must be obtained from the
Reclamation Village Sanitation District.
TOM BLACK -ROW QUESTION:
Town Administrator Hill advised that a right-of-way has been received
from Mr.Black for the water line serving proposed condominiums
located in Sunny Acres Addition.After examination of the document
Town Attorney Hartwell advised that the Town not accept the right-
of-way until a title guaranty policy has been furnished by Mr.Black.
PARK ENTRANCE ESTATES -PAYMENT OF LEGAL FEES:
Town Administrator Hill reported that all documents pertaining to
the Park Entrance Estates pumping system have been returned to his
office.The attorney’s fee for the documents totals $170.00;and
Mr.Roethie from Park Entrance Water Company,Inc.,requested
exclusion from the liability.The Committee recommends that the
Town be reimbursed for the legal fees according to present policy.
SIX CITY WATER COMMITTEE REPORT:
Copies of the minutes of the Six City Water Committee meeting held
September 22,1975,were given to each Committee member.
WATER USE REPORT FOR SEPTEMBER:
The Committee reviewed the water use record for September and recom
mends that the report be attached and made a part of these minutes.

STRONG AVENUE ASSOCIATION REQUEST:
Tom Johnston,Walt Howard and Richard Flowers from the Strong Avenue
Association appeared before the Committee and requested financial
assistance with their private water line which serves sixteen owners
with a total of 22 water taps.The 2”line is located south of
Beaver Point near the Ferguson Subdivision and is connected to the
Town main with a 3/4 “tap.The Committee recommends following current
policy which does not permit direct assistance to private water lines.
After being advised of this decision,Mr.Johnston,Mr.Flowers and
Mr.Howard requested individual permission to connect to the Hall
&Associates extension located east of the Mary’s Lake Road near
their properties.The Committee advised that the request would be
discussed with Town Consulting Water Engineer Bob Kemp and a copy
of his reply mailed to the individuals making the request.
REPORT ON COST TO OVERSIZE TOM BLACK WATER LINE -4”to 8”:
Superintendent McCracken reported that the cost to oversize the
line from 4”to 8”pipe would be $1,026.00 with an additional $238
to tap the main for a total cost of $1,264.00.
REPORT ON CAP CONSTRUCTION:
Superintendent McCracken reported that the Virginia Drive contract has
been sublet to Hall-Irwin Construction Company.Construction
should be completed within a ten day period.
METERED WATER BILLING:
Finance Officer Duncan reported on the metered water billing which
reflects a 2.6%increase over the same billing period for 1975.
HIGH DRIVE WATER DISTRICT AGREEMENT:
Town Administrator Hill reported that a proposed agreement has been
received,and that copies have been mailed to the Town Attorney and
to DMJM-Phillips.Reister for consideration.The Committee recommends
conditional approval of the agreement subject to staff approval and
approval by both the Town Attorney and Town Consulting Water Engineers.
There being no further business,the meeting adjourned.

Dear Sir:
The Strong Avenue Association,located south of Beaver Point
in and near the Ferguson Subdivision,wishes to call to your atten
tion the worsening condition of the now existing water line serving
our area.
Presently,we have 16 property owners with a total number of 22
city water taps.Due to zoning,an increase of to 10 water taps
in the area could be possible,if an adequate line were avilable.
The water system has become outdated,with the largest nart of the
line being only 2’in diameter.Additionally,the edsting line
wonders across several properties,for which records of easement grants
have not been found.This further adds nroblems of the line being
damaged and service interrunted by construction and excavation.
Comnoundinthese oroblems is a 3/)4”connection between the line and
the new main on verside Drive.
It should be nointed out that as of this date,no records have
been found of city accentance in years oast of the water line serving
Strong Avenue.However,in the same resoect,no records for denial
of acceptance have been found.
The Strong Avenue Association contends that the Town of Estes
Park has some resoonsihility for the line as t now exists,as we
feel the town hs infringed on the original installation by selling
more water tans for the line than it could adequatelr handle.
Consequently,we of the Strong Avenue Association request
assistance and consideration by the Town of Estes Park in correctiog
the present and future oroblems of the exirmting water line.
We have contacted the Upper Thomoson 3anitation District about
the oossibility of insta].lin&a new water line on county bad right
of way when the new sever line is installed in our area.-iowever,
cost estimates are higher than the Association can at t’is
afford.Since we feel that the town should share resnonsibility
for the existing conditions,we request your views and oronosals
on the nening matter.
