RURAL WATER APPLICATIONS:
High Drive Water District One year extension to serve the
district.The Committee recommends
granting the extension.
Francis F.Kidwell One rural connect to serve one rural
residence located on Lot 7,Pinewood
Acres.The Committee recommends
approval.
Rocky Mountain Metropolitan One rural connect to serve a rest
Recreation District room facility located on the south
side of Lake Estes.The Committee
recommends approval subject to the
proper line size to be determined
by the Town consulting engineer.
LEO BAKER MATTER:
The Committee discussed the revised statement which is attached and
made a part of these minutes.
WATER MAIN BIDS:
A letter was reviewed from W.B.Coiwell of DMJM-PhillipsReister
concerning the August 26,1975 Water Main Bids.The Committee
recommends that Cap Construction Company be awarded the bid based
upon Mr.Coiwell’s analysis of the bids.Mr.Coiwell’s letter is
attached and made a part of these minutes.
SIX CITY WATER COMMITTEE REPORT:
Town Administrator Hill reported that engineering for the diversion
project shouldbe completed in 1977 and the environmental impact
study should be completed in 1978.The allotment contracts have
been signed by each individual city.
BIG THOMPSON WATER PLANT ALARM SYSTEM:
A primary alarm system has been ordered at a cost of approximately
$3630.00.A float control as recommended by DMJM-Phillips.Reister
has also been ordered at a cost of approximately $785.00.The
Committee recommends approval.

REQUEST TO PLACE DENNIS MURRAY ON PERMANENT STATUS:
Superintendent McCracken requested that Dennis Murray be placed on
permanent status.The Committee recommends approval.
WATER USE REPORT FOR AUGUST:
The Committee reviewed the water use record for August and recommends
that the report be attached and made a part of these minutes.
There being no further business,the meeting adjourned.

Gentlemen:
It is our recommendation that the Town award the contract for the
installation of the water mains on Avalon Drive &Virginia Drive to the
Cap Construction Company of Longmont,Colorado,for the corrected amount
in their proposal.This amount is not the lowest of the five proposals
that were received,but is the next higher amount by $1,476.42
than that of the S.R.H.Construction Company of Colorado Springs.It is
our opinion that the Cap proposal will serve the interests of the Town best
and that the proposal is in compliance with the instructions for the
submittal of proposals.It is further our opinion that the proposal
submitted by S.R.H.is unbalanced,principally in the asphalt replacement item,
to such an extent that the Town could possibly be at a dollar disadvantage
should the paving be accomplished as a part of the street work as opposed to
part of the water main improvement.
We did,however,look into the qualifications of the S.R.H.firm
since the Company was unknown to us and find that there is some evidence
that the S.R.H.firm would not be totally desirable to do this work.Inquiry
with their insurance and bonding people indicates that that insurance company
is willing to bond and insure them.Inquiry with the City of Colorado Springs,
for whom the people in the S.R.H.firm have worked in the past,would indicate
that particular surveillance of their work would be required.Further inquiry
in relation to their financial capability or at least the financial history of
some of the principals of the firm would indicate that there is much to be
desired in this respect.The foregoing information in relation to the S.R.H.
firm is not a matter of written record;however should the Town choose to
pursue their qualifications further,the Bidding Documents do provide that
any bidder may be requested to submit satisfactory evidence that he has the
necessary financial resources and capabilities to complete the work for which
he submitted a proposal.
The detailed qualifications of the Cap Construction Company were not
pursued since this particular firm is known to the Town and has successfully
completed other contracts of this nature for the Town.
Also returned herewith are the five original proposals submitted for
this work.
