William L.Peebles One rural connect to serve a commercial building (T’Burger Haus”)located on Highway 66,east of the Pixie Garage. The Committee recommends approval. Gordon M.Pedersen Two rural connects for two cabins in the Riverview Cottages located on Spur 66.The Committee recommends approval. WATER EXTENSION POLICY -BOB HICKAM REQUEST: Bob Hickam appeared requesting a change in the Water Extension Policy that would require existing water customers who would be served by the extension and/or improvements to share in the cost when and if they tap into it.Following considerable discussion,the Committee recommended not changing the present water extension policy. TOWN OF ESTES PARK -HIGH DRIVE WATER ASSOCIATION POLICY: Andy Anderson requested clarification of the Town’s policy regarding service to the High drive area.The Committee stated that its policy remains as outlined in the Town of Estes Park —High Drive Water Asso ciation agreement approved for signature by the Board of Trustees at its meeting of October 14,1975.Mr.Anderson said the agreement will be signed by the High Drive Water Association at its meeting in two weeks and will be returned to the Town for its signature. 1976 WATER RATES: In order to meet expected 1976 water sales,a 19.25%increase in flat rate schedules will be needed which will result in an overall increase of 10%.The increase is shown as follows: present proposed proposed hose rates rates bibb rates Urban 52.80 63.00 7.90 Rural 92.40 110.00 13.80 The proposed increase also would make flat rates approximately 7% higher than metered rates.The Committee recommends authorizing the Town Attorney to prepare the necessary ordinance for the rate increase. CO GO BRADFORD PUBI.ISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Water Committee May 13,1976 Page Two (2) CAPITAL IMPROVEMENTS -1976: The Committee recommends the following work items for the Town’s 1976 Distribution System Improvement Program: 1.Replace existing 4”main in Moraine Avenue from East Riverside Drive northward to Davis Street.(This would be the first phase of Report Item No.10,a priority B item.)Approximately 1100 l.f.of 8”or 10”Ductile Iron pipe and one river crossing; estimated cost $22,600.00 if done by contract,with Town fur nishing pipe. 2.New main from Lexington Lane southward to Pine Knoll Drive in One Thousand Pines Subdivision.Approximately 500 l.f.of 4” Ductile Iron pipe.Estimatedmaterial cost,$2,300.00,not including labor if done by Town’s forces. 3.Lowering mains subject to freezing —miscellaneous locations. Estimatedmaterial cost,$200.00,not including labor if done by Town’s forces. 4.Install the 8”water line on the MacGregor Ranch property. The Committee recommends proceeding with these work items. “BUSTER”: Bids to purchase a “buster”were submitted as follows: Air Rentals LeRoi —Model C—il,60 lb.paving breaker $620.00 Thor -Model #23,60 lb.paving breaker 695.00 Western States Machinery Kent -Model KB6O,60 lb.paving breaker $650.00 Thor —Model #23,60 lb.paving breaker 625.00 Quincy C—60 645.00 APT 160 American Pneumatic 650.00 The Committee recommends accepting the Western States Machinery bid for the Thor Model #23 at $625.00. REPORTS: 528 acre feet of Colorado—Big Thompson water will be available to the Town of Estes Park for 1976. The survey for the MacGregor Ranch 8”waterline will be conducted fol lowing installation. LeRoy Cox of Spruce Lake R/V Park has made application to the Northern Colorado Water Conservancy District for the transfer of 10 acre feet of water from the Valley.
