RURAL WATER APPLICATIONS:
ROBERT McCRELES$—requests service for his residence located at
Lot 7,Charles Heights.The Committee recommends approval.
JAMES L.COMSTOCK —requests service for his residence located at
Lot 2GB,Hondius Heights.The Committee recommends approval.
HARVEY W.COLEMAN -requests renewal of his application to serve the
“Go—Cart”property on Highway 34.The Committee recommends approval of
the renewal and oversizing the line to 8”.
DEER RIDGE,INC.-BEAVER POINT:
Consulting Engineer Robert Kemp reported that enlarging the extension
from the Glacier Creek main along Marys Lake Road to the north side of
the river (approximately 1160’)will cost $25,000 and to Beaver Point
will cost $46,000.The Town’s share of oversizing the extension to the
north side of the river will be $7,000.The Committee discussed a pos
sible extension agreement with Deer Ridge,Inc.which would include High
Drive Heights should they desire to connect to the extension.The Com
mittee recommends tentative approval subject to available Town funds and
arranging an extension agreement with Deer Ridge,Inc.and High Drive
Heights.
EVERITT ENTERPRISES,INC.:
Robert Kemp reported that no further information had been submitted by
Everitt Enterprises Inc.regarding the subdivision of 40 acres between
Larimer Terminals and Elkhorn Club Estates.The Committee tabled con
sideration of alternative methods of serving this area until more in
formation is received.
FAWN VALLEY CHALETS,INC.:
As directed by the Water Committee,Robert Kemp researched the Town’s
capacity to serve Fawn Valley Chalets and the probable additional demand
it would create.Mr.Kemp stated that he estimated a demand of approxi
mately 15 taps in addition to the tap for Fawn Valley Chalets,Inc.
all of which could be handled by the present Fall River Estates system.
The Committee recommends the Town Attorney review the Town’s extension
agreement with Lienemann and determine what effect serving Fawn Valley
Chalets,Inc.will have on the agreement.
BARN’S ESTATE -RECONNECT TO WATER SERVICE LINE:
Owners of the Dr.A.S.Barn estate have requested to reconnect the old
water service line (3/4??)which was disconnected in July of 1964 due to
nonpayment.The Committee recommends this request be subject to the
Municipal Code requirements for new connections.

WATER METERS:
A list of names of those water customers not yet metered was submitted
to the Committee.The Committee authorized the Town Staff to contact
these customers by phone regarding installation of their meters and to
proceed after June 1st with metering these customers and collecting
the costs of metering as per Resolution #12—77 adopted April 26,1977.
WOODS AND CROWLEY WATER SERVICE ON DEVILS GULCH ROAD:
In accordance with Town Attorney Phipps’letter of April 20,1977,the
Committee recommends sending Woods and Crowley a six months notice to
connect to the Devils Gulch winter line and the consequences of not
connecting to this line by the date stated.
ORDINANCE -WATER METER REGULATIONS:
The Committee reviewed and recommends the proposed ordinance establishing
the 6”minimum extension and outlining procedures for billing,meter
installation and testing,meter interferences,meter failures,and non
payment.
BOWEN -REQUEST FOR EXTENSION OF TIME FOR WATER TAP:
Donald Bowen,owner of Lot 21,Parton Subdivision,requested an extension
of time on his water tap application which has expired from the ten year
allowance period.In accordance with the Town Attorney’s recommendation,
the Committee recommends a one year extension be granted to Mr.Bowen and
to Thelma Powell whose application has also just expired.The Committee
also recommends that all the owners of taps subject to the ten year
allowance period be notified of their expiration dates.
COLORADO-BIG THOMPSON WATER SHARES AVAILABLE:
A letter was received from Mr.Shelly Keltner offering for sale thirty
shares of Big Thompson water.The Committee recommends tabling considera
tion of the offer in order to obtain more information regarding the price,
payment period,interest rate,etc.
WATER FUND -197$&1979:
The Committee reviewed the projected cash flows of the water fund for
1978 and 1979 which are attached to these minutes.
WATER STUDY:
The Committee discussed conducting a study on the water rates along with
increasing the number of meter reading periods and authorized the Town
Administrator to make preliminary contact with DMJM—Phillips.Reister,Inc.
regarding such a study.
WATER USE REPORT FOR APRIL 1977:
The water use report for April 1977 was submitted to and reviewed by
the Committee.
There being no further business,the meeting was adjourned.
