HomeMy WebLinkAboutMINUTES Water Committee 1977-03-10Co BRADFORD PUBLISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Water Committee /March 10,1977 Committee:Chairman Sutter,Trustees Dannels and Houston Attending:Chairman Sutter,Trustees Dannels and Houston Also Attending:Town Attorney Phipps,Town Administrator Hill,Super intendent McCracken,Finance Officer Duncan,Accountant Daniels Absent:None HIGH DRIVE HEIGHTS -WATERLINE EASEMENT: Doyle and Lee Reeder appeared before the Committee requesting an ex ception to the Town’s policy regarding acceptance of waterlines.The Reeders installed a 4”waterline through Lots 4 &5,Division 9,High Drive Heights owned by Mrs.Marie Wooten in order to serve Lots 1 —4, Division 6,also in High Drive Heights.Mrs.Wooten has refused to provide the Town with a 20’easement for maintenance of the newly in stalled waterline and Town Attorney Phipps advised the Town in a letter dated February 18,1977 not to accept ownership without the easement. The Committee discussed alternative actions and recommends the Town Attorney prepare an agreement between the Town of Estes Park and lot owners Webster (Lot 4,Division 6)and Franklin (Lot 1,Division 6)to serve their lots with water until August 1,1977 at which time if an easement from Mrs.Wooten has not been obtained,then service will be discontinued.The Committee also recommends that easements be obtained from Mr.Webster for just the portion of the waterline located on his property and Mr.Franklin prior to serving water. FROZEN WATERLINE -HIGH PINES SUBDIVISION: The Committee discussed with Town Attorney Phipps the High Pines Sub division damaged waterline which froze as a result of property owners removing the 4 to 5’cover to upgrade their road.Evidently the Town cannot enforce such repair of the line by those responsible for itsdamage.The Committee discussed possible measures to be taken to pre vent similar occurrences in the future and then recommended that the task of repairing the waterline be researched further and the findings submitted to the Committee prior to any construction. RURAL WATER APPLICATIONS: Henry F.Pederson In submitting the rural water application/agreement, Mr.Pederson proposed a slight change.The Commit tee recommends fowarding to Mr.Pederson a blank application/agreement to be signed as submitted. Should he choose not to sign the agreement,then his water tap fee payment will be refunded. Bill Nance Requests water service to serve residence on Lot 4, Block 2,Fall River Estates.The Committee recom— mends approval. RESIDENTIAL METERING: The Committee discussed alternative actions to be taken following the May 1st deadline for customers still without meters.No recommenda tion is made at this time. CC)OQ BRADFORD PUBLISHING CO.,DENVER R E C 0 R D 0 F P R 0 C F E D I N G S Water Committee March 10,1977 Page Two (2) WATER USE REPORT: The water use report for February 1977 showed an approximately 22% increase over February 1976. 208 WATER QUALITY STUDY REPORT: Town Administrator Hill reported that Andy Briscoe,who is hired by Larimer—Weld COG to do a portion of the 208 water quality study,dis cussed future requirements regarding water treatment plants discharge. Discharge permits will be required eventually and in order to meet the discharge guidelines to be established by the Water Quality Control Commission,the Town may have to upgrade its system. McCREERY -REQUEST FOR VARIANCE OF WATERLINE EXTENSION SIZE: A letter dated March 8,1977 was received from William McCreery re questing a variance from the 6”waterline requirement to enable him to install a 4”extension approximately 369 feet on the McCreery pro perty located on Devils Gulch Road.He stated that the extension would serve only two houses in the foreseeable future.The Committee recom mends the 4”waterline extension be allowed provided that it be changed by the applicants to at least a 6”waterline should it ever be extended. RATE INCREASE: The Committee authorized proceeding with the preparation of a rate increase in the metered rate with DMJM—Phillips•Reister,Inc. WOODS AND CROWLEY WATER SERVICE ON DEVILS GULCH: Mr.0.H.Woods on Devils Gulch Road has been unable to obtain the necessary easement to connect to the Devils Gulch 4”waterline.As an alternative action,Superintendent McCracken proposed that the 2” waterline presently serving the Crowley and Woods residences be con nected to and served from the 4”Binns waterline.The 2”waterline, which would begin at the Binns waterline and terminate at the Wood’s residence,would then become private and serve only the two residences. Superintendent McCracken also recommended the tap be metered as well as the two residences.The Committee recommends Mr.McCracken consult with Mr.Woods and if the idea is agreeable,to proceed as proposed.
