E.V.I.A.LETTER: A letter (which is attached to these minutes)was received from the Estes Valley Improvement Association requesting information aboutwaterratesandvariousaspectsoftheWaterDepartment.The Com mittee recommends a letter be forwarded to the E.V.I.A.stating that a rate study is being conducted and its results will be public information. 40 UNITS OF C-BT WATER: The Committee recommends purchasing 40 units of Colorado—Big Thompson water at the offered price of $900/unit and postponing several capitalimprovementprojectsuntil1978toallowthispurchase. 1978 BUDGET: The Committee reviewed the proposed 1978 Water budget. JONES DITCH: Assistant Town Attorney Chilson has made preliminary investigations regarding the Town’s ownership of the Jones Ditch water rights.Mr.Chilson believes the Town has a very good chance of obtaining half of the 150 units of water and recommends the Town pursue the matter.Thecostwouldbeapproximately$4,000.The Committee recommends pursuing the matter. REPORTS: WATER USE FOR JULY 1977 -July’s water use showed a 7%increase over June 1977 but an 18%decrease from July 1976. AUGUST 1st METER READING -As a result of the August 1st meter reading, letters were sent to 215 water customers using 30,000 gallons or more. A.W.W.A.-The Rocky Mountain A.W.W.A.meeting will be held in Albuquerque on October 23rd through 26th. There being no further business,the meeting adjourned. .1 r-n grr-f rIey J dice President Floyd M.Roister Vice President [)Jc!PhiIIipsReister July Mr.Dale G.Hill Town Administrator P.0.Box 1200 Estes Park,Colorado 80517 Subject:Beaver Point Feeder Main Dear Dale: We have estimated the cost of an 8”feeder main in Marys Lake road, from the 18”Glacier Creek Pipeline northward,just crossing the Big Thompson River,to be $29,100.As a “Priority A”item,the Town’s share of this cost would be $21,000;the cost to others (for whose benefit the line is being oversized)would be $8,100. Based on demand (which is always the basis for sizing water distribu tion mains)the High Drive Water District should pay 48%of the $8,100 or $3,900,and the developer of the proposed tourist facility at Marys Lake Road and Highway Spur 66 should pay 52%or $4,200. If the developer of the proposed tourist facility were to advance the entire $8,100 “share by others”of the construction cost required to build the feeder main far enough to provide himself service then we would recommend that he be reimbursed if others utilize the main.We would suggest that the reimbursement come from two sources: a.Anyone who taps into the feeder main between the 18”Glacier Creek Pipeline and the point of service for the tourist facility should pay, in addition to the usual tap and water rights fees,a special tap fee or surcharge of $114.44 plus $2.86 for each fixture value in excess of 40. b.When the High Drive Water District is able to extend the feeder main for their benefit then they should pay their 48%share,$3900, plus a reasonable interest to compensate the developer for his investment on their behalf. These suggestions are offered as a basis for negotiations which will,we hope,result in an equitable distribution of cost of the main and avoid the creation of another private water system. As part of our function is to provide information,we would appreciate your providing us with the answers to the fol lowing questions.We would then be able to inform our members as to the reasons for the urban rates. We would hope to have the answers in early August so that they may be included in our newsletter to our members. Question 1:What is the amount of the outstanding bonds relating to water facilities? Question 2:In the event of default by the Town,what remedies do the bondholders have. Question 3:How many feet of water lines are located within the Town? Question 4:How many feet of water lines are located outside the Town? Question 5:What is the number of customers within the Town? Question 6:What is the number of customers outside the Town? Question 7:In what way is there a greater cost to the Town for providing water facilities to rural customers? Question 8:Please explain and justify the charges and credits regarding the change over from non—meter to metered water rates for the residents of Estes valley.
