WOOTTEN PROPERTY -WATERLINE EASEMENT: The Committee recommends the Board of Trustees execute the agreement with Marie Wootten regarding an easement for a 4”waterline across Lots 4 &5,Division 9,High Drive Heights Subdivision. MacGREGOR RANCH WATERLINE SURVEY: The following bids were received regarding the survey of the MacGregorRanchwatermain: Estes Park Surveying Company ..not to exceed $443.00 Van Horn Engineering not to exceed $300.00 The Committee recommends accepting the bid of Van Horn Engineering. WATER USE REPORT -JUNE 1977: Water use in June 1977 showed a 17%decrease from June 1976. FEDERAL SAFE DRINKING WATER ACT: The Committee received copies of the standards under the new Federal Safe Drinking Water Act and were informed that the requirements arebeingmet. WATER RATE STUDY: A water rate study proposal was received from DMJM—Phillips.Reister, Inc.with a “not—to—exceed”cost figure of $4,400.The Committeerecommendsproceedingwiththewaterratestudyasproposed.(A copy of the proposal is attached to these minutes). EXTENSION AGREEMENT -JOHNSON -FORT MORGAN COLONY ADDITION: The Committee recommends the Board of Trustees execute the agreementwithRoyceL.Johnson regarding the water main extension through Lots 20,29,30,31 and 32 of Fort Morgan Colony Addition. NPS -WATER TESTING &TUXEDO PARK WATER AGREEMENT: The Larimer County Health Department is discontinuing its service oftestingwatersamplesandaccordingtothenewFederalSafeDrinking Water Act,a minimum of eight test samples permontli is required.TheNationalParkServicehastheclosestcertifiedlabandhasagreed,on a yearly basis,to run five samples per week at $3 per sample.TheCommitteerecommendsenteringintoanagreementwiththeNationalPark Service regarding water sample testing. BRADFORD PUBLISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Water Committee July 14,1977 Page Two (2) The National Park Service has requested that amendments be made to the Tuxedo Park agreement allowing a transfer of a residential waterconnectiontoaneighboringresidenceandtocombinetheservice lines crossing the river into one underwater line.The Committee recommends the request be granted. AUGUST 1st METER READING: The Committee recommends reading all water meters on August 1st and notifying those water customers whose meters show excessive use.In addition to educating heavy water users of the probable costs,the August 1st meter readings would reveal any faulty meters and readouts. CLARK-MICHIGAN LOADER REPAIR: Superintendent McCracken reported to the Committee on the damages that occurred to the Water Department Clark—Michigan loader and estimated the cost to repair at $6,500.The Committee recommends to the Board of Trustees that the loader be repaired. $NOWBERGER -EXTENSION OF TIME ON WATER TAP: Robert $nowberger requested an extension on his water tap which expired April 28,1977.The Committee recommends a one year extension be granted but that the current tap fee be paid allowing credit on the tap fee already paid. REPORTS: WOODS &CROWLEY SUMMER LINE -The summer waterline presently serving Woods and Crowley has been cut just east of Woods and will be connected to the 4”Binns line.The connection will be metered. WATERPLANT TOUR -A tour of the Glacier Creek water plant will be conducted on Wednesday,July 20,1977 and will leave the Municipal Building at 1:30 p.m. There being no further business,the meeting was adjourned. Our study would cover the following major areas: 1.Determination of the level of annual revenue necessary to provide for operation,maintenance and development of the water system. 2.Distribution of the annual revenue requirements,or costs of service, to basic cost functions,which in turn allows further distribution of these costs to customer classes in accordance with the service requirements for those customer classes. 3.Design of water rates that will,as nearly as practical,recover from each customer class the respective cost of providing service. 4.In addition,we would study such things as alternatives in the billing cycle;inverse rate schedules to encourage conservations and other similar measures. We would suggest that compensation for this work be on the same basis as our other ongoing work for the Town,namely book cost plus 30%.Book cost is defined as direct payroll costs plus an allowance for overhead.Direct payroll includes the actual wages or salaries paid to the employees working on the work. including group life insurance and workmen’s compensation insurance premiums, medical—hospital insurance premiums,salary continuation insurance premiums and prorated allowances for vacation,sick leave,holiday pay and other items normally considered fringe benefits,except that the term fringe benefits shall not include bonuses,contributions to profit sharing plans or non-recurring payments or benefits.No premium will be paid for overtime pay. Payments would be made monthly on the basis of work accomplished during the preceding month. We estimate the total fee would probably not exceed $4,400. We would plan to defer commencement of this rate study until mid-September so that the first readings of the Town’s new meters will be available.Com pletion of the study and the submittal of the report would be about October 31st.
