The Committee tabled its recommendation on the bid to allow Mr.Colwell time to discuss with the State Department of Highways the base and resurfacing requirements and to consult with CAP Construction Company regarding its confirmation of the bid if the base course and resur facing items were excluded. WATER QUALITY ANALYSIS: Consulting Engineer Walt Coiwell of DMJM—Phillips.Reister,Inc.pre sented the attached analysis of two water samples from the Estes Park system.Large cities that have complete chemical feeding equipment feed lime to raise the pH level. This is not recommended for Estes Park at this time.Mr.Colwell’s recommendation is to monitor the pH level in the system closely and take what steps can be taken other than chemical additions. There being no further business, the meeting adjourned. ?-i Joan Van Horn,Town Clerk 1; r’.- - I 22978 ‘I)J TABULATIONOFBIDSTownofEstesParkColoradoDateofBidOpening:August17,1978INSTALLATIONOFWATERMAINSMORAINEAVENUEANDMARYSLAKEROADPROPOSALITEMSENGINEER’SESTIMATECAPConstructionUnitUnitUnitUnitUnitAmountAmountAmountAmountPriceAmountNo.DescriptionofWorkQuantityPriceIPricePricePrice-——___SCHEDULEA2019,80022.2922,067.10Al—Instal.8”D.I.Pipe990L.F.A2—ServiceReconnections15Ea.1251,875250.633,759.455010062.66125.32—______A3—Taps2Ea.A4—MainInsulationL.S.2,0004,536.28A5—HydrantReconnectionL.S.500501.26A6-HydrantAL.S.7501,036.22A7-HydrantBL.S.—____1,250—____A8—HydrantRemovalL.S.150250.63A9-SewerCrossings4Ea.3001,2005012,005AlO-Base140Tons131,82028.984,057.20All-Resurfacing-ColdMix100Tons7,500132.7513,275A12—Resurfacing-HotMix25Tons902,250157.003,937.50-________TOTAL-SCHEDULEA39,195—____S6,587.18SCHEDULEBBl-Instal.8”D.I.Pipe460L.F.156,90022.2910,253.40B2.—MainInsulationL.S.7501,885.95.83-HydrantCL.S.5001,036.22VVB4—SewerCrossing1Ea.350350sol.25V—B5-BaseCourse13Tons1519528.98376.74B6—Resurfacing-HotMix10Tonsioo1,000157.501,575.00VVTOTAL-SCHEDULEB9,7505,628.56VVV TOTAL—SCHEDULESA&BBIDBOND48,945‘2,215.74 C C 0.Phillips Siiior Vice President Floyd U.Reister,AlA Vice President John L.Haley Vice President DMJM PhiIIips ReisterHateyJnc. August 14,1978 Mr.Vic McCracken Water Superintendent P.0.Box 1200 Estes Park,Colorado 80517 Subject:Colored Water Dear Vic: Enclosed is the chemical analysis report on the two water samples taken from customers complaining of color in the water. The color in the wash cloth was mainly from the 4.5 milligrams of copper that it held. The wash cloth also held a significant amount of zinc (0.80 milligrams). We have no immediate explanation for the concen tration of these metals in the wash cloth. It should be noted that these metals are widely used piping materials in domestic plumbing. Because Estes Park’s Water this summer is mostly snow melt with very little hardness (and very low total dissolved solids),the water is aggressive and tends to dissolve (even if ever so slightly)any material it comes in contact with. This is a normal consequence of soft water, thus it is not unexpected to find minute quantities of pipe metals in solution after the water has reached the end user. The aggressiveness of the water is aggrevated by its low pH (6.21-6.57, i.e.slightly acid). In individual cases stray electrical currents might also cause electrolytic corrosion of customer’s plumbing which just compounds the problem.
