WATERLINE EXTENSION -AREA SOUTH OF THOMPSON’S PINEWOOD ACRES:
Bill Van Horn appeared on behalf of Fred Allen inquiring whether or not
the Town would be interested in serving several properties immediately
south of Thompson’s Pinewood Acres.He proposed extending the existing
4”waterline in Thompson’s Pinewood Acres south to serve approximately
ten single family dwellings at this time.The Committee indicated that
the Town would be interested in serving this area but that a signed
water application must be submitted and a study conducted by the Town’s
consulting water engineer at the applicant’s expense regarding routing,
sizing,etc.
WATERLINE EXTENSION -DEVILLE SUBDIVISION:
Bill Van Horn and John Prescott appeared requesting a 4”waterline
extension from the northeast corner of Lot 7,DeVille Subdivision west
along the south lot lines of Lots 16 to 19.The waterline would dead-
end at Lot 19 and,therefore,only serve three to five lots.The
Committee recommends a 4”waterline be extended as proposed,that it
be six feet deep to the top of the pipe,and that a bleeder be installed.
SWEET PROPERTIES -“UPLANDS AT FISH CREEK PLANNED UNIT DEVELOPMENT”:
The Committee reviewed the proposed agreement between the Town of Estes
Park and Sweet Properties Inc.regarding water service to the “Uplands
at Fish Creek Planned Unit Development”with John Phipps,Tom Brown,
and Seymour Graham.The Committee felt the following Town policies
should be adhered to and included in the agreement:
1.Should the Town decide to oversize the proposed waterline,
it will only pay the additional cost of materials.
2.The Town Attorney will approve the right-of-way and waterline
deed.
3.The Town will not guarantee water service to rural customers.
4.The additional tap fee be based on a formula to be determined
by the Town’s consulting water engineer and that the Town shall not be
responsible for the failure to collect the special tap fee.
5.There will be no “extension tap fee”.
6.The property served wiUhave to be annexed to the Northern
Colorado Water Conservancy District and Municipal Subdistrict.
7.The Town will determine the maximum number of taps that can
be served from this extension.
8.The property owners will agree to annexation at such time as
annexation is legally possible.
9.A regular rural water application must be signed including
an agreement to pay the Town’s legal and engineering costs.
The applicants stated they would redraft the agreement and resubmit it
to the Committee.
PALMER -TRACT SOUTH OF ONE THOUSAND PINES:
A request was received from Gerald Palmer to proceed with the construc
tion of his waterline while undergoing annexation of his tract of land
located immediately south of One Thousand Pines.The Committee recom
mends approval.

KOSEWICK -RIVERSIDE DRIVE -WATER SERVICE:
Mr.and Mrs.Dale Kosewick appeared before the Committee regarding
service to two cabins on a tract of land located adjacent to the
Brookside Cabins.One of the cabins was originally part of the
Brookside Cabins prior to a land division and has continued to be
served water through the Brookside Cabins.The other cabin has no
water service at this time.The Committee informed Mr.Kosewick that
he could connect the cabin already served with water to the 3/4”summer
waterline running through the property (and winterize it if he so
desires at his expense)without paying a tap fee.If he should connect
the other cabin to the 3/4”waterline or at any time the other cabin
receives water service,a tap fee would have to be paid.
WATER SYSTEM IMPROVEMENTS:
The Committee reviewed and revised a list of proposed 1979 Water
Department projects and recommends the revised attached list be approved.
REPORTS:
MR.DON SPOMER has refused to pay for the study conducted by DMJM
Phillips.Reister Inc.regarding water service to the Harmony Ranch
because he claims he never reordered the study to be done.DMJM esti
mates it will cost about $200 to conclude the study.The Committee
directed the study to be completed and that the cost of the study be
added to any future extension.
MARCH WATER USE showed a 12%decrease from March 1978 and a 15%
increase from February 1979.
AUGMENTATION STUDY -Several protests have been filed on the Town’s
proposed water augmentation plan including protests from the Northern
Colorado Water Conservancy District and Northern Colorado Water Users
Association.
CRAGS HOTEL WATERLINE -Notice of the Committee’s decision of March 8,
1979 and Board of Trustees’approval of March 13th regarding water
service to the Crags Hotel was mailed to Mr.Pedersen by certified mail.
Mr.Pedersen did not claim the notice and,therefore,another notice
was sent by regular mail.
1979 NCWCD QUOTA has been set at 60%which means the Town will receive
270 acre feet this year.
There being no further business,the meeting adjourned.

PROPOSED 1979 WATER DEPARTMENT PROJECTS
Change hook-ups at Graves Avenue which includes making 7 taps and change
taps from 2”to 8”line
Reconnect 2”main to new 6”main at Lon Havens residence
Change taps on Eaglecliff -approximately 15 from (l-½”&2”)to 4”;all
on one line (approximate cost is $250/ea.plus asphalt repair).
