WATER PROBLEMS -EAST RIVERSIDE DRIVE AREA:
Mr.and Mrs.Cooper Wood of Mark Twain Manor,Steve White of Aspen
Grove Cottages,and Leon Enge of the Biblio,appeared before the Com
mittee requesting a new waterline be installed along East Riverside
Drive.They cited “rusty”water and extreme variations in pressure
as the major problems they are experiencing.The Committee pointed
out that these conditions may not necessarily be due to a deteriorating
waterline.The Committee stated that the Town’s consulting engineers
will investigate these problems and that theseresidents would be in
formed of the results.
RURAL WATER APPLICATION:
GEORGE CARTER —requested water service for a single family dwelling
located on Lot 9,Block 1,Fall River Estates.The Committee recommends
approval.
The Committee also recommends that the Finance Office be given the
authority to issue water taps for Fall River Estates and Uplands at
Fish Creek in accordance with the respective agreements with the Town.
FIRE HYDRANT IN CHARLES HEIGHTS:
A request dated September 24,1980 was received from the Charles Heights
Property Owners Association for permission to install a fire hydrant.
The source of water for the fire hydrant would be a 3”waterline which
does not meet standard requirements.The Committee recommends approval
provided that the hydrant is installed at the expense of the Charles
Heights Property Owners Association and under the supervision of the
Water Superintendent.
ORDINANCE PROPOSING INDIVIDUAL WATER METERS FOR MULTIPLE FAMILY UNITS:
The Committee reviewed and recommends the adoption of the proposed
ordinance requiring commercial and multiple family residential units
to be individually metered.
WATER TREATMENT PLANTS -IMPROVEMENTS AND WINTER CLOSURES:
In accordance with the recommendations of DMJM—Phillips.Reister.Haley,
Inc.,the Committee recommends the following regarding the Town’s water
treatment plants:
1.Close operations of the Black Canyon and Big Thompson water
treatment plants during the winter.This will require the installation
of a drain cock on the supply line from the penstock to the Big Thompson
plant.
2.Install a new back flow meter on the Black Canyon treatment
plant.
3.Proceed with a design for the upgrading of the treatment at the
Glacier Creek plant so that a staged program of construction can be
initiated.

1981 WATER RATES AND FEES:
The Committee recommends proceeding with an approximate 10%increase
in water rates and fees for 1981.
WINDY GAP PROJECT:
The Committee discussed at length the Town’s participation in the
Windy Gap project.The matter was tabled.
REPORTS:
The NorthernColorado Water Users Association and the Northern Colorado
Water Conservancy District have filed a motion for summary judgment
against the Town of Estes Park.
September 1980 water use showed a 1.8%increase over September 1979
and a 23.1%decrease from August 1980.
There being no further business,the meeting adjourned.
